海事巡航質(zhì)量綜合評價

【摘要】:海事巡航是我國海事主管機關工作中的重要內(nèi)容之一。通過進行海事巡航,對內(nèi)可以維護通航秩序,保障人命與財產(chǎn)安全,防止船舶造成污染,有助于應急處置工作;對外可以保護海洋權益,提升政府形象,彰顯國家海上實力。 我國自上世紀九十年代開展海事巡航工作以來,取得了很大的發(fā)展,但是仍然存在很多問題,制約我國海事巡航能力的提升和功能的拓展。其中原因之一就是我國現(xiàn)有的海事巡航評價方法,只是通過數(shù)字大小比較進行巡航工作評價。其實質(zhì)是巡航工作量的評比,手段簡單,評價內(nèi)容單一,沒有融合海事信息化和服務型海事的理,只是單純依賴巡航基本里程數(shù)、水域巡航次數(shù)、糾正違章違法數(shù)等數(shù)據(jù),無法有效評價巡航質(zhì)量,不能夠合理指導巡航工作,也不能夠發(fā)現(xiàn)問題改進不足?梢哉f,目前我國在海事巡航質(zhì)量評價方法上存在很大的空白。 本文通過對交通部海事局發(fā)展規(guī)劃的分析,對海事巡航的特點的研究,結合現(xiàn)在巡航工作經(jīng)驗中發(fā)現(xiàn)的不足,在大量閱讀海事領域相關研究的基礎上,歸納總結《中華人民共和國海事局水上巡航工作規(guī)范(試行)》中對海事巡航的要求,進行了以下研究:提出了巡航質(zhì)量的概念;發(fā)現(xiàn)了影響海事巡航質(zhì)量的十六個關鍵因素;從巡航質(zhì)量的角度,結合最新應用的電子巡航模式,將因素劃分為巡航基本數(shù)據(jù)、信息化程度、海事巡航執(zhí)法、海事巡航服務等四個類別;建立了巡航質(zhì)量重要性評價指標體系;利用層次分析法和模糊綜合評價的方法,對指標體系進行定量計算,構建巡航質(zhì)量綜合評價模型。 本文最后通過天津海事局巡航工作實例,獲取并分析本文所需要的數(shù)據(jù),應用巡航質(zhì)量綜合評價模型,得出天津海事局轄區(qū)內(nèi)的巡航質(zhì)量綜合評價結果,檢驗了模型的適應性。期望通過本文的研究能夠為提升海事巡航質(zhì)量、引導巡航方向提供幫助。
[Abstract]:Maritime cruise is one of the important contents in the work of maritime authorities in China. By conducting maritime cruising, we can maintain the order of navigation, protect the safety of life and property, prevent the pollution caused by ships, and help to deal with the emergency; we can protect the rights and interests of the sea, enhance the image of the government, and highlight the national maritime strength. Since the development of maritime cruising in the 1990s, China has made great progress, but there are still many problems, which restrict the enhancement of maritime cruise capability and the expansion of its function. One of the reasons is that the existing maritime cruise evaluation methods in China are only evaluated by comparing the digital size. Its essence is the evaluation of cruise workload, simple means, single evaluation content, no integration of maritime information and service-oriented maritime theory, only relying solely on the basic mileage of cruising, the number of water cruises, and correcting the number of violations of laws and regulations, and so on. It is impossible to evaluate the cruise quality effectively, to guide the cruise work reasonably, and to find out the deficiency of the problem improvement. It can be said that there is a great gap in the evaluation method of maritime cruise quality in our country at present. Based on the analysis of the development plan of the Bureau of Maritime Affairs of the Ministry of Communications, the study of the characteristics of maritime cruising, and the shortcomings found in the current cruise work experience, this paper, on the basis of reading a large number of related studies in the maritime field, This paper summarizes the requirements for maritime cruising of the Maritime Administration of the people's Republic of China (trial implementation), and makes the following research: the concept of cruise quality is put forward, and sixteen key factors affecting the quality of maritime cruising are found. From the point of view of cruise quality, combined with the latest application of electronic cruise mode, the factors are divided into four categories: the basic data of cruise, the degree of information, the enforcement of maritime cruising, and the service of maritime cruising. The importance evaluation index system of cruising quality is established, and the comprehensive evaluation model of cruise quality is constructed by using the analytic hierarchy process and fuzzy comprehensive evaluation method to quantitatively calculate the index system. In the end, the data needed in this paper are obtained and analyzed by an example of cruising work of Tianjin Marine Bureau, and the comprehensive evaluation results of cruise quality are obtained by applying the comprehensive evaluation model of cruise quality, and the adaptability of the model is tested. It is expected that the research in this paper can help to improve the quality of maritime cruising and guide the cruise direction.
