【摘要】:公交是一個(gè)城市的重要基礎(chǔ)設(shè)施,關(guān)系國計(jì)民生,是社會(huì)公益事業(yè)。2005年國家發(fā)布《關(guān)于優(yōu)先發(fā)展城市公共交通若干經(jīng)濟(jì)政策的意見》之后,”公交優(yōu)先”已作為各級(jí)政府部門的共識(shí),通過公交優(yōu)先方式解決城市交通供需矛盾,是國內(nèi)外城市發(fā)展的實(shí)踐所證明的最有效途徑。隨著城市化推進(jìn),深圳市迅速向特區(qū)外擴(kuò)容,人民群眾的出行需求與城市公交之間矛盾日漸明顯。在城市發(fā)展第二、三圈層后發(fā)建成區(qū),存在大量用地開發(fā)強(qiáng)度低,居民出行分布零散,出行需求在空間分布上沒有形成顯著流向,然而在這些區(qū)域采用大中型車輛,定點(diǎn)定線運(yùn)行的常規(guī)公交,缺乏足夠的客流支持,很難實(shí)現(xiàn)高頻率、廣覆蓋的服務(wù)水平,反而是藍(lán)牌車、摩的、電動(dòng)自行車等對(duì)客流強(qiáng)度要求不高,行駛路線機(jī)動(dòng)靈活的非法營運(yùn)方式,在該類地區(qū)得到了一定程度的發(fā)展。在此背景下,必須尋求一種機(jī)動(dòng)靈活、門到門的交通模式,以提升整個(gè)公共交通系統(tǒng)的競爭力和吸引力。本文圍繞如何解決常規(guī)公交服務(wù)頻率、覆蓋面上的不足和非法營運(yùn)猖獗的問題,同時(shí)滿足公交低客流區(qū)域和公交服務(wù)盲區(qū)的居民出行需求,結(jié)合國內(nèi)外現(xiàn)有微型公交服務(wù)的特點(diǎn),以提升整個(gè)公共交通系統(tǒng)的服務(wù)水平為目標(biāo),提出適合于公交低客流區(qū)域和公交服務(wù)盲區(qū)的小支線巴士的公交運(yùn)營服務(wù)模式。本文選取深圳市問題比較突出的龍崗區(qū)為研究對(duì)象,從服務(wù)分區(qū)、站點(diǎn)設(shè)置、車型選擇、服務(wù)模式等方面展開了小支線公交服務(wù)方式的對(duì)比分析,針對(duì)幾個(gè)重點(diǎn)區(qū)域設(shè)計(jì)了服務(wù)策略模型,制訂了運(yùn)營方案,并對(duì)小支線公交服務(wù)方式進(jìn)行了經(jīng)濟(jì)性和社會(huì)效益分析,確定了此服務(wù)模式可在大中城市推廣的可行性和實(shí)際意義。
[Abstract]:Public transport is an important infrastructure of a city, which is related to the national economy and the people's livelihood, and is also a public welfare undertaking. After the State issued "opinions on several Economic policies on giving priority to the Development of Urban Public Transport" in 2005, As the consensus of government departments at all levels, "bus priority" is the most effective way to solve the contradiction between supply and demand of urban transportation by means of public transport priority, which has been proved by the practice of urban development at home and abroad. With the development of urbanization and the rapid expansion of Shenzhen to the outside of the special zone, the contradiction between people's travel demand and urban public transport is becoming more and more obvious. In the second and third circles of urban development, there is a large number of low-intensity land use, scattered travel distribution, and no significant flow of travel demand. However, large and medium-sized vehicles are used in these areas. Regular public transport running at fixed points and fixed lines lacks sufficient passenger flow support, so it is difficult to achieve a high frequency and wide coverage service level. On the contrary, blue cars, motorized buses, electric bicycles, and so on, do not require high intensity of passenger flow. The mobile and flexible illegal way of operation has been developed to a certain extent in this area. In this context, a flexible, door-to-door mode of transport must be sought to enhance the competitiveness and attractiveness of the entire public transport system. This paper focuses on how to solve the problems of the frequency, coverage and illegal operation of conventional bus service, and at the same time to meet the travel needs of residents in the low passenger flow area and the blind area of bus service. Considering the characteristics of minibus service at home and abroad and aiming at improving the service level of the whole public transport system, this paper puts forward the bus service mode of the small local bus suitable for the low passenger flow area and the blind area of public transport service. This paper selects Longgang District, which has outstanding problems in Shenzhen City, as the research object, and carries out a comparative analysis of the service modes of the small branch line public transportation from the aspects of service zoning, station setting, vehicle model selection, service mode, etc. The service strategy model is designed for several key areas and the operation scheme is worked out. The economic and social benefits of the service mode of the small branch line public transportation are analyzed. The feasibility and practical significance of the service mode can be popularized in large and medium cities are determined.
