【摘要】：20世紀(jì)末期，我國社會經(jīng)濟(jì)進(jìn)入飛速發(fā)展時期，城鎮(zhèn)化進(jìn)程不斷加快，居民生活質(zhì)量的顯著提高，使得越來越多的私家車已經(jīng)進(jìn)入千家萬戶。小汽車數(shù)量的增加，不僅帶來了空氣污染、城市交通堵塞等城市問題，還帶來了各種安全隱患，更重要的是越來越多的城市空間正在退出人們的生活。慢行交通作為城市交通體系的重要部分，其發(fā)展的優(yōu)劣對未來的城市綜合交通系統(tǒng)體系起著至關(guān)重要的作用。同時，城市的發(fā)展與城市空間的擴(kuò)張需要慢行交通的支持，，機(jī)動化城市的各類問題也需要慢行交通來得到有效解決。 西方國家對慢行交通以及系統(tǒng)的研究起步較早，理論研究和建設(shè)實(shí)踐都比較成熟，其發(fā)展的模式大致有兩種：一種是政府倡導(dǎo)下積極發(fā)展自行車交通，建設(shè)自行車專用道的慢行交通系統(tǒng)建設(shè)；另一種是自行車交通系統(tǒng)、步行系統(tǒng)與城市公共空間相結(jié)合的慢行交通系統(tǒng)模式。國內(nèi)對慢行交通系統(tǒng)規(guī)劃起步較晚，2001年的《上海市城市交通白皮書》，是首次提出“慢行交通”的概念，對其進(jìn)行界定，書中明確提出要重視城市慢行交通的發(fā)展和研究。而邯鄲對慢行系統(tǒng)還未進(jìn)行過系統(tǒng)的規(guī)劃和相關(guān)研究。 本文從國內(nèi)外有關(guān)慢行交通系統(tǒng)的理論發(fā)展及較有影響的建設(shè)實(shí)踐入手，深入分析邯鄲城市中心區(qū)的步行交通系統(tǒng)、自行車交通系統(tǒng)存在的問題與不足。在邯鄲現(xiàn)狀分析研究的基礎(chǔ)上，借鑒國內(nèi)外優(yōu)秀的規(guī)劃理念、成功的建設(shè)案例，試著從宏觀、中觀、微觀三個層次構(gòu)建邯鄲城市中心區(qū)的慢行交通系統(tǒng)規(guī)劃體系，形成“慢行圈——慢行廊道——慢行節(jié)點(diǎn)”的空間結(jié)構(gòu)體系。論文從發(fā)展策略、慢行網(wǎng)絡(luò)及慢行節(jié)點(diǎn)三個主要方面，對邯鄲慢行交通系統(tǒng)的規(guī)劃和實(shí)施給出了相關(guān)建議。
[Abstract]:At the end of the 20th century, China's social economy entered a period of rapid development, the process of urbanization continued to accelerate, the quality of life of residents improved significantly, making more and more private cars have entered thousands of households. The increase in the number of cars not only brings air pollution, urban traffic congestion and other urban problems, but also brings various security risks, more and more important, more and more urban space is withdrawing from people's lives. Slow traffic as an important part of urban traffic system, its development plays an important role in the future urban comprehensive transportation system. At the same time, the development of cities and the expansion of urban space need the support of slow traffic, and all kinds of problems of motorized cities also need slow traffic to be solved effectively. The study of slow transit and system in western countries started early, and the theoretical research and construction practice are both mature. There are two modes of its development: one is to actively develop bicycle traffic under the initiative of the government. The second is the slow traffic system which combines the bicycle traffic system with the urban public space. In China, the planning of slow traffic system started relatively late. The White Paper on Urban Traffic in Shanghai in 2001 was the first time to put forward the concept of "slow traffic" and define it. In the book, it was clearly pointed out that attention should be paid to the development and research of urban slow traffic. But Handan has not carried on the systematic plan and the correlation research to the slow-moving system. Starting from the theoretical development and influential construction practice of slow traffic system at home and abroad, this paper deeply analyzes the problems and shortcomings of walking traffic system and bicycle traffic system in Handan city center. On the basis of the analysis and study of Handan's present situation, drawing lessons from the excellent planning ideas at home and abroad and successful construction cases, this paper tries to construct the planning system of slow transit system in Handan urban center from three levels: macroscopic, meso and micro. Form a "slow loop-slow corridor-slow node" space structure system. This paper gives some suggestions on the planning and implementation of Handan slow traffic system from the following three aspects: development strategy, slow moving network and slow moving node.
