【摘要】：高速公路項(xiàng)目，極大地便利了國(guó)家和人民的生活，也為投資者帶來(lái)可觀的經(jīng)濟(jì)利益。為此，，高速公路建設(shè)項(xiàng)目在開(kāi)工前，需要進(jìn)行客觀的、實(shí)事求是的投資決策效益研究評(píng)價(jià)工作，其中對(duì)公路工程項(xiàng)目的投資估算和經(jīng)濟(jì)效益評(píng)價(jià)尤為重要。高速公路建設(shè)項(xiàng)目的投資決策效益研究構(gòu)成了高速公路建設(shè)項(xiàng)目可行性研究的重要框架，投資決策效益研究以國(guó)民經(jīng)濟(jì)的發(fā)展戰(zhàn)略和行業(yè)、地區(qū)的發(fā)展規(guī)劃以及相關(guān)的經(jīng)濟(jì)技術(shù)政策為基礎(chǔ)，在做好交通量預(yù)測(cè)和工程技術(shù)研究的前提之下，分析高速公路項(xiàng)目的經(jīng)濟(jì)合理性和可行性，為工程項(xiàng)目投資決策效益研究提供理論依據(jù)。 本文在介紹膠州灣高速公路項(xiàng)目基本情況的基礎(chǔ)上，對(duì)膠州灣高速公路項(xiàng)目投資決策效益研究基本理論進(jìn)行概述，進(jìn)而對(duì)膠州灣高速公路拓寬改造項(xiàng)目進(jìn)行投資估算，確定設(shè)計(jì)方案并編制其資金籌措及使用計(jì)劃；同時(shí)提出了高速公路拓寬改造項(xiàng)目的財(cái)務(wù)投資決策指標(biāo)體系和國(guó)民投資決策效益研究效益投資決策指標(biāo)體系：通過(guò)計(jì)算分析項(xiàng)目的經(jīng)濟(jì)凈現(xiàn)值、動(dòng)態(tài)投資回收期及內(nèi)部收益率來(lái)驗(yàn)證項(xiàng)目的可行性，并針對(duì)工程建設(shè)投資、時(shí)間節(jié)約收益、沿線(xiàn)土地增值收益三個(gè)不確定性因素進(jìn)行了敏感性分析；通過(guò)建立項(xiàng)目國(guó)民投資決策評(píng)價(jià)研究指標(biāo)體系，針對(duì)膠州灣高速公路拓寬改造項(xiàng)目完成后，將減少新增交通量行車(chē)距離、節(jié)約行車(chē)時(shí)間及交通事故的下降等量化為資金的節(jié)約，并考慮沿線(xiàn)土地的增值，從而定量地分析項(xiàng)目的國(guó)民經(jīng)濟(jì)經(jīng)濟(jì)效益。研究結(jié)果表明：膠州灣高速公路的拓寬改造項(xiàng)目經(jīng)濟(jì)效益合理，社會(huì)效益顯著。
[Abstract]:The highway project greatly facilitates the life of the country and people and brings considerable economic benefits to investors.Therefore, before the expressway construction project starts, it is necessary to carry on the objective and realistic research and evaluation of the benefit of investment decision, among which it is very important to estimate the investment and evaluate the economic benefit of the highway project.The research on investment decision benefit of expressway construction project constitutes an important framework for feasibility study of expressway construction project. The research of investment decision benefit is based on the development strategy and industry of national economy.On the basis of regional development planning and related economic and technological policies, the economic rationality and feasibility of expressway projects are analyzed on the premise of traffic volume prediction and engineering and technical research.It provides a theoretical basis for the study of investment decision-making benefit of engineering projects.On the basis of introducing the basic situation of Jiaozhou Bay Expressway Project, this paper summarizes the basic theory of investment decision benefit study on Jiaozhou Bay Expressway Project, and then estimates the investment of Jiaozhou Bay Expressway widening and rebuilding Project.Determine the design plan and prepare its financing and use plan;At the same time, the paper puts forward the financial investment decision index system and the national investment decision benefit decision index system of the expressway widening and reforming project: through calculating and analyzing the economic net present value of the project,The dynamic investment payback period and the internal rate of return are used to verify the feasibility of the project, and the sensitivity analysis is carried out for the three uncertain factors of project construction investment, time saving income and land increment income along the line.Through the establishment of the national investment decision evaluation index system of the project, after the completion of the widening and rebuilding project of Jiaozhou Bay Expressway, it will reduce the new traffic volume driving distance, save the driving time and reduce the traffic accident, and so on.Considering the increment of land along the line, the economic benefit of the project is analyzed quantitatively.The results show that the economic benefits and social benefits of the widening and rebuilding project of Jiaozhou Bay Expressway are reasonable and remarkable.
