【摘要】：我國是一個(gè)內(nèi)河航道資源比較豐富的國家,內(nèi)河航運(yùn)具有運(yùn)能大、占地少、能耗低、污染小、成本低、可持續(xù)發(fā)展的優(yōu)勢。吉林省內(nèi)河航運(yùn)資源豐富。鴨綠江流域位于我國東北地區(qū)邊陲,發(fā)源于長白山脈南麓,地跨吉林、遼寧兩省,最后注入黃海。針對(duì)我國內(nèi)河建設(shè)相對(duì)滯后的問題,針對(duì)”興內(nèi)河、優(yōu)港口”的總體思路,內(nèi)河港口的規(guī)劃研究成為現(xiàn)階段的研究熱點(diǎn),相關(guān)研究亟待看展。合理的內(nèi)河航道規(guī)劃與設(shè)計(jì),有助于實(shí)現(xiàn)主要資源腹地和消耗地的有效連接以及主要江河的江海直達(dá)運(yùn)輸,有助于加強(qiáng)區(qū)域間的經(jīng)濟(jì)和物資交流,促進(jìn)沿江、沿河產(chǎn)業(yè)密集區(qū)的形成,發(fā)揮區(qū)域內(nèi)主要城市的經(jīng)濟(jì)輻射帶動(dòng)作用。本文針對(duì)鴨綠江港口航道的建設(shè)狀況,從航道自然環(huán)境、社會(huì)經(jīng)濟(jì)發(fā)展、運(yùn)營需求、未來發(fā)展前景等幾方展開了研究,主要研究內(nèi)容包括：1.鴨綠江航運(yùn)現(xiàn)狀分析。通過現(xiàn)場調(diào)研和實(shí)地考察,從自然流域狀況、交通運(yùn)輸現(xiàn)狀、航運(yùn)吞吐量、航道布置、船舶運(yùn)輸組織等方面分析了鴨綠江航運(yùn)的發(fā)展現(xiàn)狀,并對(duì)比分析了幾大代表性港口的特點(diǎn)和優(yōu)勢,為港口的合理運(yùn)營做了總結(jié)。2.流域社會(huì)經(jīng)濟(jì)發(fā)展及航運(yùn)需求分析預(yù)測。根據(jù)吉林省內(nèi)河水運(yùn)發(fā)展規(guī)劃指導(dǎo)方針,根據(jù)通化市、白山市等城市的航運(yùn)發(fā)展實(shí)施計(jì)劃,結(jié)合吉林省相關(guān)人文旅游資源,分析了吉林省內(nèi)河航運(yùn)的貨運(yùn)建設(shè)要求和客運(yùn)需求,對(duì)集安港、龍湖港和臨江港等三個(gè)主要港區(qū)的貨運(yùn)吞吐量和客運(yùn)吞吐量進(jìn)行了預(yù)測和計(jì)算。3.未來航運(yùn)發(fā)展規(guī)劃。根據(jù)航運(yùn)發(fā)展規(guī)劃目標(biāo)和指導(dǎo)思想,基于神經(jīng)網(wǎng)絡(luò)方法,通過基礎(chǔ)設(shè)施建設(shè)、附加設(shè)施布置和經(jīng)濟(jì)預(yù)算等方面,對(duì)航道、港口、船舶運(yùn)營、保障系統(tǒng)的發(fā)展規(guī)劃進(jìn)行了分析,對(duì)投資估算和工程分期實(shí)施意見進(jìn)行了總結(jié)。
[Abstract]:China is a country with abundant inland waterway resources. Inland navigation has the advantages of large capacity, less land occupation, low energy consumption, low pollution, low cost and sustainable development.Jilin Province is rich in inland water shipping resources.Yalu River basin is located in the border area of Northeast China, originated in the southern foot of Changbai Mountain, spanning Jilin and Liaoning provinces, and finally injected into Huang Hai.In view of the lagged construction of inland rivers in our country and the general idea of "exiting inland rivers and excellent ports", the study on the planning of inland river ports has become a hot research topic at the present stage, and the related studies need to be developed urgently.Rational planning and design of inland waterways will contribute to the effective connection of the main resource hinterland and the consuming land, as well as direct river and sea transportation of the main rivers, and will help to strengthen the economic and material exchange among the regions and promote the rivers along the river,The formation of industrial areas along the river, play a leading role in the economic radiation of major cities in the region.Aiming at the construction of Yalu River port waterway, this paper studies the natural environment of waterway, social and economic development, operational demand and future development prospect, etc. The main research contents include: 1.Analysis of the current situation of Yalu River Shipping.Through field investigation and field investigation, this paper analyzes the development status of Yalu River shipping from the aspects of natural basin condition, transportation status, shipping throughput, waterway arrangement, shipping transportation organization, etc.The characteristics and advantages of several representative ports are compared and analyzed, and the conclusion is made for the rational operation of ports.Analysis and forecast of basin social and economic development and shipping demand.According to the guidelines for the development planning of inland waterway transportation in Jilin Province, according to the implementation plan of shipping development in Tonghua City, Baishan City and other cities, combined with the related human tourism resources in Jilin Province, the requirements for freight construction and passenger transport of inland river shipping in Jilin Province are analyzed.The freight throughput and passenger throughput of three main port areas, Ji'an Port, Longhu Port and Linjiang Port, are forecasted and calculated.Future shipping development plan.According to the objectives and guiding ideology of shipping development planning, the development planning of waterway, port, ship operation and guarantee system is analyzed through infrastructure construction, additional facilities layout and economic budget based on neural network method.The investment estimation and the opinions on the implementation of the project by stages are summarized.
