【摘要】：隨著城市機動車保有量迅速增加,車輛停放供需矛盾已成為城市交通的核心問題之一。解決城市停車問題,首先需要從停車場建設規(guī)劃出發(fā),制訂合理高效的城市停車設施建設規(guī)劃策略。近年來,上海、南京等諸多城市相繼出臺了一系列鼓勵發(fā)展城市地下停車場和立體停車樓的政策,但其關注焦點集中于城市中心區(qū)域,缺少市區(qū)范圍內停車場選型問題的深入研究。鑒于此,論文考慮區(qū)位和環(huán)境影響因素,研究如何在市區(qū)范圍內選擇合適停車場建造型式,從而為城市停車設施規(guī)劃以及政府職能部門決策提供理論參考依據(jù)。首先,論文梳理了大型停車場的基本概念,并從建造型式角度出發(fā),對大型停車場進行分類,對比分析了不同類型停車場的特征,總結了國內外城市的大型停車場常用類型。其次,從城市區(qū)位理論出發(fā),總結了城市區(qū)位類型及常用的城市區(qū)位分類方法。參考相關文獻以及歷史交易數(shù)據(jù)(網(wǎng)絡資料),對大型停車場的綜合成本組成進行了分析,給出了大型停車場綜合成本的計算方法及經(jīng)驗取值范圍。計算了不同城市區(qū)位的大型停車場綜合成本,對停車場選型經(jīng)濟性進行分析和總結。再次,對大型停車場的環(huán)境影響構成進行了分析,總結了幾種常見的停車場環(huán)境空氣質量分析方法。從城市整體環(huán)境和停車場內部環(huán)境影響兩個角度出發(fā),采用經(jīng)驗模型比較分析了不同類型停車場尾氣排放量對環(huán)境的影響。再次,分析了城市停車場選型問題的特點,并提出基于多目標決策理論的停車場選型模型�？偨Y和比較分析多目標決策各個階段主流方法的優(yōu)缺點,結合城市停車場選型問題受城市區(qū)位及環(huán)境影響的分析結果,提出了考慮區(qū)位和環(huán)境影響因素的城市大型停車場選型規(guī)劃流程。最后,以南京市市區(qū)作為研究實例。選用模糊聚類分析法對南京市城市區(qū)位進行了聚類分析,并根據(jù)聚類結果,基于區(qū)位對南京市停車場使用情況及停車選擇行為進行了調查,統(tǒng)計分析得到不同城市區(qū)位的停車場使用特征及其使用者的停車選擇行為特性。選用基于方差最大化的組合賦權法獲得屬性權重,然后利用TOPSIS得到備選停車場類型方案的排序,并根據(jù)排序結果對南京市不同城市區(qū)位的適用停車場類型進行分析。
[Abstract]:With the rapid increase of urban vehicle ownership, the contradiction between supply and demand of vehicle parking has become one of the core problems of urban traffic.In order to solve the problem of urban parking, it is necessary to formulate a reasonable and efficient planning strategy for urban parking facilities from the view of parking lot construction planning.In recent years, Shanghai, Nanjing and many other cities have introduced a series of policies to encourage the development of underground parking lots and three-dimensional parking buildings in cities, but their focus is on urban central areas.Lack of deep research on parking lot selection in urban area.In view of this, this paper considers the location and environmental factors, studies how to choose the appropriate parking lot construction type in the urban area, thus provides the theoretical reference for the urban parking facilities planning and the government functional department decision-making.First of all, the paper combs the basic concept of large parking lot, and from the perspective of construction type, classifies the large parking lot, compares and analyzes the characteristics of different types of parking lot, summarizes the common types of large parking lot in domestic and foreign cities.Secondly, based on the theory of urban location, this paper summarizes the types of urban location and the common methods of urban location classification.With reference to relevant literature and historical transaction data (network data), the composition of comprehensive cost of large parking lot is analyzed, and the calculation method and experience range of comprehensive cost of large parking lot are given.The comprehensive cost of large parking lot in different city location is calculated, and the economy of parking lot selection is analyzed and summarized.Thirdly, the composition of environmental impact of large parking lot is analyzed, and several common analysis methods of air quality in parking lot are summarized.In this paper, the effects of exhaust emissions from different types of parking lots on the environment are compared and analyzed by means of empirical model from the perspective of the overall urban environment and the internal environment of parking lot.Thirdly, the characteristics of urban parking lot selection are analyzed, and the model of parking lot selection based on multi-objective decision theory is proposed.This paper summarizes and compares the advantages and disadvantages of the mainstream methods in various stages of multi-objective decision-making, and combines the analysis results of the urban parking lot selection problem affected by the urban location and environment.The planning process of large parking lot selection considering location and environmental factors is put forward.Finally, Nanjing city as a case study.The fuzzy cluster analysis method is used to analyze the location of Nanjing city. According to the result of clustering, the use of parking lot and parking choice behavior in Nanjing are investigated based on the result of cluster analysis.The characteristics of parking lot use and parking choice behavior of users in different urban areas are obtained by statistical analysis.The combination weight method based on maximization of variance is used to obtain attribute weight, and then TOPSIS is used to get the ranking of alternative parking lot types. According to the ranking results, the suitable parking lot types of different urban locations in Nanjing are analyzed.
