【摘要】：1984年后中央部委和地方都先后成立專門的水運工程質(zhì)量監(jiān)督部門，標志著我國的水運工程建設(shè)質(zhì)量監(jiān)督由原來的單向行政監(jiān)督向政府專業(yè)質(zhì)量監(jiān)督轉(zhuǎn)變。經(jīng)過29年的發(fā)展，我國現(xiàn)行的水運工程質(zhì)量監(jiān)督管理模式雖然已經(jīng)有了較大的變化，但是面對不斷發(fā)展的新形勢，也暴露出了一些矛盾和問題，需要相應的改進和完善。針對HX省水運建設(shè)領(lǐng)域出現(xiàn)了投資主體多元化的格局，工程質(zhì)量監(jiān)督制度的產(chǎn)生環(huán)境發(fā)生變化，原有工程質(zhì)量監(jiān)督體系難以適應新的形勢和市場經(jīng)濟的要求。為確保工程質(zhì)量，必須對工程質(zhì)量監(jiān)督制度體系按照市場經(jīng)濟的要求進行系統(tǒng)的改革。 本文首先闡述了水運工程質(zhì)量監(jiān)督、安全監(jiān)管的研究背景、目的和意義，對水運工程相關(guān)概念和質(zhì)量安全體系進行了概述，明確了研究的主要內(nèi)容和框架；其次，論述了我國水運工程質(zhì)量安全監(jiān)管建立的歷史演進和政策發(fā)展，并進行了詳細分析，，介紹了我國水運工程質(zhì)量安全監(jiān)管相應制度以及我國水運工程質(zhì)量安全的狀況，并著重對我國歷年水運工程質(zhì)量安全情況進行了分析；再次，介紹了HX省水運工程質(zhì)量安全監(jiān)管的概況，以及HX省質(zhì)量安全監(jiān)管程序和工作流程；第四，對HX省與福建省、天津港的水運工程質(zhì)量安全監(jiān)管情況進行了對比分析；最后，對HX省水運工程質(zhì)量安全工作給出了相應的改進與對策。研究規(guī)范與實證相結(jié)合，理論與實踐相結(jié)合，具有較強的理論參考意義和實踐應用價值。
[Abstract]:Since 1984, the central ministries and departments and local governments have successively set up special water transport engineering quality supervision departments, which marks the transformation of the quality supervision of waterway construction from the original one-way administrative supervision to the government professional quality supervision. After 29 years of development, Although there have been great changes in the current mode of quality supervision and management of waterway transportation projects in our country, some contradictions and problems have also been exposed in the face of the new situation that is constantly developing. In view of the diversified pattern of investment subject in the field of water transportation construction in HX province, the production environment of the project quality supervision system has changed. It is difficult to adapt the original engineering quality supervision system to the new situation and the requirements of the market economy. In order to ensure the engineering quality, the system of engineering quality supervision must be systematically reformed according to the requirements of the market economy. In this paper, the background, purpose and significance of the research on quality supervision and safety supervision of waterway engineering are first expounded, and the related concepts and quality safety system of waterway engineering are summarized, and the main contents and framework of the research are clarified. This paper discusses the historical evolution and policy development of the establishment of quality and safety supervision of water transportation engineering in China, and analyzes in detail the corresponding system of quality and safety supervision of water transportation engineering in China and the situation of quality and safety of water transportation engineering in China. The quality and safety of water transportation projects in China are analyzed. Thirdly, the general situation of quality and safety supervision of water transportation projects in HX province is introduced, as well as the quality and safety supervision procedures and work flow of HX province. Fourth, the quality and safety supervision of HX province and Fujian Province are introduced. The quality and safety supervision of water transportation engineering in Tianjin Port is compared and analyzed. Finally, the corresponding improvement and countermeasures are put forward for the quality and safety work of water transportation project in HX province. The research standard is combined with empirical evidence, and the theory and practice are combined. It has strong theoretical reference significance and practical application value.
