基于逆向控制指標的城市新區(qū)交通規(guī)劃方法研究

【摘要】:在城市新區(qū)飛速發(fā)展的大背景下,新區(qū)交通規(guī)劃工作將是其規(guī)劃工作中的重點和難點。同時,傳統(tǒng)的交通規(guī)劃工作思路中缺乏對土地利用和交通系統(tǒng)之間的互動反饋的思考,交通系統(tǒng)往往處于從屬地位,這樣的理念是導致當前交通問題頻出的根本原因之一,亟需改進。而新區(qū)交通發(fā)展也有著不同于舊城區(qū)的一些特性,傳統(tǒng)交通規(guī)劃方法對新城交通規(guī)劃的適應性有待研究。 本文首先對城市新區(qū)的土地利用特性和交通需求特性進行了相應的分析,提出了城市新區(qū)的交通特性可以通過規(guī)劃進行調(diào)整和引導。研究了中觀層面的土地利用規(guī)劃與交通系統(tǒng)相協(xié)調(diào)的研究的必要性,并指出中觀層面關鍵性的土地利用指標——容積率和交通系統(tǒng)指標——路網(wǎng)承載力。在研究現(xiàn)有交通規(guī)劃方法在城市新區(qū)的應用不足之后,針對城市新區(qū)的特點,提出了適合城市新區(qū)的交通規(guī)劃理念,并給出了思路和方法的流程。 然后,針對路網(wǎng)承載力,分析了城市新區(qū)路網(wǎng)承載力的特性和影響因素,提出了基于控制指標的路網(wǎng)極限承載力的概念,并基于此構(gòu)建了城市新區(qū)路網(wǎng)極限承載力模型。利用遺傳算法和局部優(yōu)化算法,,對模型的求解提出了組合算法。 提出城市新區(qū)路網(wǎng)極限承載力模型后,基于前文的新區(qū)交通規(guī)劃思路,提出城市新區(qū)交通需求控制指標規(guī)劃,利用路網(wǎng)極限承載力反算路網(wǎng)能承受的極限小區(qū)發(fā)生吸引量,以此來實現(xiàn)對各分區(qū)地塊進行土地利用規(guī)劃控制性反饋。文中指出其規(guī)劃的核心思想、整體規(guī)劃的技術路線以及進行需求控制規(guī)劃的步驟和重點。 最后,針對土地利用控規(guī)調(diào)整后交通需求的變化,提出了新區(qū)道路網(wǎng)技術指標優(yōu)化模型,為城市新區(qū)道路網(wǎng)優(yōu)化改造提供量化支撐。
[Abstract]:Under the background of the rapid development of the new urban area, the traffic planning of the new area will be the focus and difficulty in the planning work. At the same time, there is a lack of interactive feedback between land use and transportation system in the traditional traffic planning. The idea that traffic systems are often in a subordinate position is one of the root causes of the current traffic problems and needs to be improved. The traffic development of the new district also has some characteristics that are different from those in the old urban areas. The adaptability of the traditional traffic planning method to the new town traffic planning needs to be studied. In this paper, the characteristics of land use and traffic demand in new urban areas are analyzed. It is pointed out that the traffic characteristics of the new urban area can be adjusted and guided by planning, and the necessity of coordinating the land use planning and traffic system at the middle level is studied. It also points out that the key indexes of land use and traffic system are the capacity of road network. After studying the application of existing traffic planning methods in new urban areas, the characteristics of new urban areas are pointed out. The traffic planning idea suitable for the new urban area is put forward, and the flow chart of the train of thought and method is given. Then, in view of the road network bearing capacity, the paper analyzes the characteristics and influencing factors of the road network bearing capacity in the new urban area, and puts forward the concept of the road network ultimate bearing capacity based on the control index. Based on this, the ultimate bearing capacity model of urban new area road network is constructed, and a combined algorithm is proposed to solve the model by using genetic algorithm and local optimization algorithm. After putting forward the model of the ultimate bearing capacity of the road network of the new urban area, based on the thought of the traffic planning of the new area mentioned above, the paper puts forward the planning of the traffic demand control index of the new area of the city, and uses the ultimate bearing capacity of the road network to calculate the amount of attraction that the road network can bear. The paper points out the core idea of the land use planning, the technical route of the whole planning and the steps and emphases of the demand control planning. Finally, according to the change of traffic demand after land use regulation adjustment, the optimization model of new area road network technology index is put forward, which can provide quantitative support for urban new area road network optimization and reconstruction.
