【摘要】：梳理相關(guān)國(guó)際公約對(duì)海船最低安全配員的要求,分析我國(guó)海船安全配員在實(shí)踐中面臨的問(wèn)題。研究發(fā)現(xiàn),我國(guó)配員規(guī)則在管理理念上與國(guó)際通行做法存在差異,未涉及相關(guān)國(guó)際公約中關(guān)于新增職位的配員要求;同時(shí),港內(nèi)作業(yè)拖船和公務(wù)船配員要求與行業(yè)實(shí)踐存在差異�；诖�,對(duì)我國(guó)的配員規(guī)則提出修訂建議,使其與國(guó)際公約和國(guó)際通行做法相接軌,使我國(guó)海船配員標(biāo)準(zhǔn)與行業(yè)實(shí)踐相適應(yīng),使配員管理制度更加科學(xué)、合理。
[Abstract]:This paper combs the requirements of the relevant international conventions on the minimum safety personnel of marine vessels, and analyzes the problems that China faces in practice. The study finds that there are differences in management concepts between China and the international practice. At the same time, there are differences between the requirements of tugboat and official ship in port and the practice of the industry. Based on this, some suggestions are put forward to amend the rules of assignment in our country. In line with the international conventions and international practices, the standard of ship assignment in China is adapted to the practice of the industry, and the management system is more scientific and reasonable.
