重慶個體經(jīng)營出租汽車可持續(xù)發(fā)展研究

【摘要】:在我國,雖然各省市地區(qū)對出租車的管理政策各不相同,但出租汽車基本一直屬于政府管理的范疇,都體現(xiàn)了其屬于公共資源的特性。.不同地方政府管理部門對出租汽車行業(yè)的發(fā)展做出了嚴格的總量控制和準(zhǔn)入發(fā)展要求,在這樣的大背景下,個體出租汽車經(jīng)營發(fā)展與出租汽車企業(yè)經(jīng)營發(fā)展相比,個體出租車往往處于弱勢地位,其發(fā)展受到了制約,可持續(xù)發(fā)展能力低,與大型出租汽車企業(yè)之間的發(fā)展差距越來越大。個體出租汽車往往各自為戰(zhàn),其規(guī)范化、規(guī);,達不到政府規(guī)定的配標(biāo)條件,也就無法可持續(xù)的實現(xiàn)自身的造血功能,使自身在政府的配標(biāo)中壯大,只能坐視其他大型出租車企業(yè)在一次次的政府配標(biāo)中越做越強,越做越大。個體出租車的各自為戰(zhàn),形不成規(guī)模的情況,也使其作為交通窗口的服務(wù)水平也會大打折扣。對于重慶個體經(jīng)營出租汽車這個群體來說,其25年的出租汽車特許經(jīng)營權(quán)使其經(jīng)營行為不可能在短時間內(nèi)消失,而國外擁有成功出租汽車管理經(jīng)驗的國家中其個體經(jīng)營出租汽車也普遍存在。所以,在我國政府出租汽車管理體制和準(zhǔn)入制度不變的條件下,如何幫助個體經(jīng)營出租汽車尋找發(fā)展的出路,通過發(fā)展提升服務(wù)質(zhì)量和水平,對我市個體經(jīng)營出租汽車進行深入研究,就顯得很有必要。 本論文首先對重慶出租汽車的歷史發(fā)展?fàn)顩r進行了分析,特別是對個體經(jīng)營出租汽車經(jīng)營中出現(xiàn)的造血功能、抵抗風(fēng)險能力、收益保障、制度管理、人員管理、安全管理、信息管理以及文明文化建設(shè)等方面的問題進行了研究,較為系統(tǒng)地分析了重慶個體經(jīng)營出租汽車的特性,造成以上問題的主要原因又主要表現(xiàn)在個體出租汽車經(jīng)營分散,主體資本弱小,形不成合力,不具有規(guī)模效應(yīng)等等。因此,論文從個體經(jīng)營出租汽車組建企業(yè)的發(fā)展方向、優(yōu)劣勢分析、市場分析、保障措施進行了較為系統(tǒng)的研究,并提出了成立股份制公司的個體經(jīng)營出租汽車發(fā)展對策。 本論文通過對重慶市個體經(jīng)營出租汽車的研究,其結(jié)果希望能夠為政府對出租汽車的管理提供參考,既能充分保證重慶市民出行,又能提高出租汽車窗口行業(yè)的整體服務(wù)水平,還能正確引導(dǎo)個體經(jīng)營出租汽車的發(fā)展,增加目前個體經(jīng)營出租車經(jīng)營者的經(jīng)濟收入,從而在重慶出租汽車行業(yè)營造和諧的發(fā)展氛圍,達到社會效益的最大化。
[Abstract]:In our country, although different provinces and cities have different policies on taxi management, taxis are basically within the scope of government administration. All of them reflect the characteristics of public resources... Different local government management departments have made strict total volume control and access development requirements for the development of the taxi industry. Under such a background, Compared with the development of taxi enterprises, individual taxis are often in a weak position, their development is restricted and the ability of sustainable development is low. The gap between the development of individual taxi enterprises and large taxi enterprises is getting bigger and bigger. Individual taxis often go to war on their own. Their standardization and scale are poor, and they do not meet the conditions prescribed by the government to match the standard, so they cannot achieve their own hematopoiesis function sustainably. So that they can grow in the government bidding, can only sit by the other large taxi enterprises in the government bidding more and more strong, bigger and bigger. Its service level as a traffic window will also be greatly compromised. For Chongqing's self-employed taxi group, its 25-year taxi franchise makes it impossible for its business to disappear in a short period of time. However, in the countries with successful taxi management experience in foreign countries, their self-employed taxis are also common. Therefore, under the condition that the taxi management system and the admission system of our government remain unchanged, How to help the self-employed taxi to find the way out, through the development to improve the service quality and level, to carry on the thorough research to our city self-employed taxi, it is very necessary. This paper first analyzes the historical development of Chongqing taxi, especially the hematopoietic function, risk resistance, income security, system management, personnel management, safety management, etc. The problems of information management and the construction of civilization and culture are studied, and the characteristics of self-employed taxi in Chongqing are analyzed systematically. The main reasons for the above problems are mainly reflected in the dispersion of individual taxi management. Therefore, the paper makes a systematic study on the development direction, advantage and disadvantage analysis, market analysis and safeguard measures of the self-employed taxi enterprises, such as the weak capital, no resultant force, no scale effect and so on. And put forward the development countermeasure of the self-employed taxi to set up the stock company. Through the research of Chongqing self-employed taxi, the results of this paper hope to provide a reference for the government to manage taxi, which can fully guarantee the travel of Chongqing residents. It can also improve the overall service level of the taxi window industry, correctly guide the development of the self-employed taxi business, and increase the economic income of the current self-employed taxi operators. Thus in Chongqing taxi industry to create a harmonious development atmosphere to maximize social benefits.
