濱州港水上交通安全監(jiān)管對策研究

【摘要】:隨著國家“黃河三角洲高效生態(tài)區(qū)”和“山東半島藍色經(jīng)濟區(qū)”戰(zhàn)略的實施推進,“黃藍”兩區(qū)開發(fā)建設,已成為推動濱州區(qū)域經(jīng)濟增長的重要引擎。濱州市近年來抓住戰(zhàn)略機遇,經(jīng)濟發(fā)展較快。以港興濱,陸海統(tǒng)籌,成為引領濱州科學發(fā)展、追趕超越的強大動力,加快港口建設,發(fā)展沿海產(chǎn)業(yè),將會進一步培育支撐濱州快速發(fā)展的新經(jīng)濟增長點。 濱州港坐落在渤海灣西南岸,地處黃河三角洲腹地,主要港區(qū)位于套爾河沿岸及入?谘由焯,是山東省北部主要出海口。濱州港及其附近水域狀況較為復雜,地理位置特殊,通航密度自2013年以來有較大幅度的增大。由于濱州港水域船舶交通流量急劇增長,通航環(huán)境日趨復雜,最近幾年險情事故時有發(fā)生。為了減少水上交通事故發(fā)生,維護航運經(jīng)濟穩(wěn)定發(fā)展,地方政府、海事部門、港口企業(yè)和航運公司投入了大量人力物力,研究制定了了不少針對性的措施和辦法,為此做出了不懈努力。 但是,在濱州港水上交通安全整體研究方面,還有待開展。本研究針對濱州港水域現(xiàn)有自然狀況和相關通航要素,根據(jù)影響水上交通安全的指標及其危險程度,通過模糊數(shù)學理論計算,對濱州港進行綜合評判,獲取濱州港水域水上交通安全的危險等級。在保證安全風險可接受范圍內(nèi),提出提高港口運營效益的建議和對策,以期達到船舶航行安全和港口經(jīng)營效益最佳的協(xié)調(diào)性,實現(xiàn)港口運營和安全發(fā)展和諧統(tǒng)一。 研究結論可為濱州港的規(guī)劃建設提供理論參考,對提高濱州港水上交通運營效率和完善安全監(jiān)管,保障水上交通安全有著現(xiàn)實意義。
[Abstract]:With the implementation of the national strategy of "Yellow River Delta High efficiency Ecological Zone" and "Shandong Peninsula Blue Economic Zone", the "Yellow and Blue" region has been developed and built. Binzhou has become an important engine to promote regional economic growth. Binzhou in recent years seize strategic opportunities, economic development faster. Accelerating port construction and developing coastal industries will further foster new economic growth points that support Binzhou's rapid development. Binzhou Port is located in the southwest coast of Bohai Bay, located in the hinterland of the Yellow River Delta, the main port area is located in the Tuer River coast and the extension of the estuary. Binzhou Port and its adjacent waters are more complex, geographical location is special. Since 2013, the navigable density has increased greatly. Due to the rapid increase of vessel traffic flow in Binzhou port waters, the navigable environment is becoming more and more complex. In recent years, dangerous accidents have occurred from time to time. In order to reduce water traffic accidents and maintain the stable development of shipping economy, local governments, maritime departments, port enterprises and shipping companies have invested a lot of manpower and material resources. Research has developed a number of targeted measures and methods, to this end made unremitting efforts. However, the overall study on the water traffic safety in Binzhou port, still needs to be carried out. This study is aimed at the existing natural conditions and related navigable elements in Binzhou port waters. According to the indexes and dangerous degree of water traffic safety, the comprehensive evaluation of Binzhou Port is carried out through the calculation of fuzzy mathematics theory. Get the dangerous grade of water traffic safety in Binzhou port waters. Within the range of acceptable safety risk, put forward suggestions and countermeasures to improve the efficiency of port operation. In order to achieve the best coordination between ship navigation safety and port operation efficiency, the port operation and safety development are harmonious and unified. The conclusion can provide a theoretical reference for the planning and construction of Binzhou Port. It is of practical significance to improve the efficiency of water transportation operation, improve the safety supervision and ensure the safety of water traffic in Binzhou Port.
