【摘要】：改革開放以來，我國在公路建設(shè)方面取得了突飛猛進(jìn)的發(fā)展，伴隨著經(jīng)濟(jì)的發(fā)展、民眾生活水平的提高、交通物流業(yè)的迅猛崛起，我國的公路特別是高速公路，出現(xiàn)了嚴(yán)重飽和的現(xiàn)象，，高速公路改擴(kuò)建已提上日程。由于高速公路項目自身的特點(diǎn)，在改擴(kuò)建項目實(shí)施過程中，各個主體都面臨著一定的風(fēng)險。 本文主要研究高速公路改擴(kuò)建項目實(shí)施過程中，業(yè)主面臨的風(fēng)險，以及如何應(yīng)對這些風(fēng)險，從而減少風(fēng)險。 本文首先分析了高速公路改擴(kuò)建項目風(fēng)險產(chǎn)生的原因、規(guī)避機(jī)制，論述了業(yè)主、承包商、施工企業(yè)在高速公路改擴(kuò)建項目實(shí)施過程中可能面臨的風(fēng)險，接著詳細(xì)分析了改擴(kuò)建項目實(shí)施進(jìn)程中風(fēng)險識別的原則、特點(diǎn)，風(fēng)險識別內(nèi)容以及依據(jù)，介紹了風(fēng)險識別的相關(guān)方法以及主要程序。 接著對高速公路改擴(kuò)建項目實(shí)施過程中風(fēng)險管理、風(fēng)險控制的相關(guān)方法進(jìn)行了介紹，最后結(jié)合賽(賽里木湖)-果(果子溝口)高速公路改擴(kuò)建項目自身的特點(diǎn)，論述了在高速公路改擴(kuò)建項目中，業(yè)主在風(fēng)險管理方面中進(jìn)行的風(fēng)險識別：工程建設(shè)風(fēng)險、管理風(fēng)險、質(zhì)量風(fēng)險，針對這些風(fēng)險，業(yè)主采取風(fēng)險回避、風(fēng)險轉(zhuǎn)移、風(fēng)險緩解、風(fēng)險監(jiān)控、風(fēng)險自留等有效的措施來應(yīng)對這些風(fēng)險，通過上述這些措施，成功應(yīng)對了一些具有較大安全隱患的風(fēng)險，保證了項目的順利實(shí)施。
[Abstract]:Since the reform and opening up, China has made rapid progress in highway construction, with the economic development, the improvement of people's living standards, the rapid rise of the transportation logistics industry, China's highways, especially highways. Due to the characteristics of the expressway project, each subject is faced with certain risks in the process of implementation of the project. This paper mainly studies the risks faced by the owners during the implementation of the expressway reconstruction and extension project and how to deal with these risks so as to reduce the risks. This paper first analyzes the causes of the expressway reconstruction and extension project risk, the avoidance mechanism, discusses the owner, contractors, construction enterprises in the expressway reconstruction and expansion project implementation process may face the risks. Then, the principles, characteristics, contents and basis of risk identification in the process of implementing the reconstruction and extension project are analyzed in detail, and the related methods and main procedures of risk identification are introduced. Then it introduces the risk management and risk control methods in the implementation of expressway reconstruction and extension project. Finally, combined with the characteristics of the project of Expressway reconstruction and extension, the paper discusses the project of Expressway Reconstruction and extension. Owners in the risk management of risk identification: construction risks, management risks, quality risks, in view of these risks, owners take risk avoidance, risk transfer, risk mitigation, risk monitoring. Risk retention and other effective measures to deal with these risks, through these measures, successfully deal with some of the risks with greater security risks, to ensure the smooth implementation of the project.
