【摘要】:投資估算指標(biāo)按其用途可分為“綜合指標(biāo)”和“分項(xiàng)指標(biāo)”,其中綜合指標(biāo)適用于編制項(xiàng)目建議書階段投資估算,故綜合指標(biāo)即為項(xiàng)目建議書階段投資估算指標(biāo);分項(xiàng)指標(biāo)適用于編制可行性研究報(bào)告階段投資估算,故分項(xiàng)指標(biāo)即為可研階段投資估算指標(biāo)。目前各地編制市政工程投資估算主要依據(jù)《市政工程投資估算指標(biāo)》(2007版),但隨著“四新”技術(shù)的不斷涌現(xiàn)以及福建省當(dāng)?shù)氐墓こ痰刭|(zhì)、氣候和自然條件等特點(diǎn),在使用《市政工程投資估算指標(biāo)》(2007版)編制可行性研究階段的投資估算時(shí),出現(xiàn)分項(xiàng)指標(biāo)綜合性過大和缺少部分子目等現(xiàn)象,,已無法滿足福建省市政工程建設(shè)投資管理的實(shí)際需要。因此,開展對福建省市政工程可行性研究階段投資估算指標(biāo)編制研究顯得十分必要而迫切。 本論文選題來源于福建省建設(shè)科技研究開發(fā)項(xiàng)目“提高福建省市政工程投資估算準(zhǔn)確性的研究”(項(xiàng)目編號:2011-K-12),由于該研究開發(fā)項(xiàng)目涉及專業(yè)較廣,本論文只選取了其中的市政道路路基工程進(jìn)行研究與分析。首先,在研究與分析大量福建省近年已完典型市政道路路基工程資料的基礎(chǔ)上,并采用專家調(diào)查法對現(xiàn)行分項(xiàng)指標(biāo)進(jìn)行適應(yīng)性分析后,構(gòu)建出符合福建省市政道路路基工程的分項(xiàng)指標(biāo)子目體系。其次,按照“量”、“價(jià)”分離原則,先運(yùn)用統(tǒng)計(jì)分析法,編制出改進(jìn)后的適應(yīng)性子目的人、材、機(jī)消耗量,再以2013年7月為編制基期,結(jié)合福建省現(xiàn)行的計(jì)價(jià)文件,編制出符合福建省市政道路路基工程的分項(xiàng)指標(biāo)參考體系。最后,選取已批復(fù)的設(shè)計(jì)概算文件,運(yùn)用縱向和橫向?qū)Ρ确▽π戮幏猪?xiàng)指標(biāo)的造價(jià)水平進(jìn)行測算。 論文研究成果具有較強(qiáng)的實(shí)踐意義和實(shí)用性,對福建省市政道路路基工程投資控制具有重要的參考價(jià)值。
[Abstract]:Investment estimation indicators can be divided into "composite indicators" and "sub-indicators" according to their use, in which comprehensive indicators are applicable to investment estimates during the preparation of project proposals. Therefore, the comprehensive index is the investment estimation index in the project proposal stage. The sub-indicators can be used to estimate the investment in the stage of preparing the feasibility study report. Therefore, the itemized index is the investment estimation index of the research stage. At present, the investment estimation of municipal engineering is mainly based on the "Municipal Engineering Investment estimate Index" (2007). However, with the continuous emergence of the "Sixin" technology and the local engineering geology, climate and natural conditions in Fujian Province, etc. When using "Municipal Engineering Investment estimate Index" 2007) to compile the investment estimate of feasibility study stage, the phenomenon that the itemized index is too comprehensive and lacks some sub-items and so on. Therefore, it is necessary and urgent to carry out the research on the investment estimation index of Fujian municipal engineering feasibility study stage. The topic of this paper comes from Fujian Province Construction Science and Technology Research and Development Project "Research on improving the accuracy of Municipal Engineering Investment estimation in Fujian Province" (Project No.: 2011-K-12). Because the research and development project involves a wide range of specialties, this paper only selects the municipal road subgrade engineering for research and analysis. First of all. Based on the study and analysis of a large number of typical municipal road subgrade engineering data in Fujian Province in recent years, the adaptability analysis of the current sub-indexes is carried out by using the expert investigation method. Then, according to the separation principle of "quantity" and "price", we first use statistical analysis method to compile the improved adaptive subitems. Machine consumption, then based on July 2013 as the compilation period, combined with the current valuation documents in Fujian Province, compiled in line with the Fujian municipal road subgrade engineering sub-item index reference system. Finally. In this paper, the cost level of the new sub-index is calculated by using longitudinal and horizontal comparison method, according to the approved design estimate document. The research results of this paper have strong practical significance and practicability, and have important reference value for investment control of municipal road subgrade engineering in Fujian Province.
