【摘要】:海上安全一直是人們十分關(guān)注的問題,而船舶交通風險監(jiān)控是海上安全最為重要的組成部分之一。近年來,由于船舶數(shù)量增加,噸位增大,危險貨物的增多,海上交通問題變得越來越嚴峻。世界海運發(fā)達國家均通過各種努力降低海上船舶通航風險,但是,撞船、翻船、漏油、擱淺、火災(zāi)等事故仍不時發(fā)生,并造成了巨大的經(jīng)濟損失與環(huán)境破壞。長期以來,海事公共管理由政府的海事管理機構(gòu)直接進行管理,管理手段也以行政手段為主。由于政府行政管理低效率的特點,為了提高政府工作效率,如今美國和北歐的海事管理開始呈現(xiàn)出“行政管理企業(yè)化”的發(fā)展趨勢,將經(jīng)濟性與技術(shù)性放在海事管理的首要位置,在充分考慮管理活動經(jīng)濟價值的基礎(chǔ)上,運用現(xiàn)代管理方法與技術(shù)進行海事管理,顯著提高了海事行政管理的效率。對此,我國海事主管部門應(yīng)積極扭轉(zhuǎn)管理理念,改變以往重行政不重效益的傳統(tǒng)做法,積極采用現(xiàn)代先進的管理方法與技術(shù)手段,提高我國海事管理效益。 本文以三亞港船舶通航風險管理為背景,基于公共管理理論對海事管理進行了分析探討,提出了我國海事管理企業(yè)化運營的理念。在企業(yè)化運營理念的基礎(chǔ)上,本文充分借鑒現(xiàn)代風險管理方法,形成了一套以公共管理企業(yè)化為理念,以科學管理方法為途經(jīng),以提供優(yōu)質(zhì)公共服務(wù)為目的的海上船舶通航風險控制體系,并基于三亞港的實踐提出了一系列海上船舶通航風險監(jiān)控具體措施與方法,最后,本文對三亞港的風險監(jiān)控體系進行了評估,肯定了三亞港船舶通航風險監(jiān)控體系的價值。 本文的意義在于改變現(xiàn)有海事行政管理理念,推動海事管理企業(yè)化,同時對三亞港具體的船舶通航風險體系進行了研究,對今后我國海上船舶通航風險管理實踐具有較好的指導(dǎo)作用。
[Abstract]:Maritime safety has always been a matter of great concern, and ship traffic risk monitoring is one of the most important components of maritime safety. In recent years, due to the increase in the number of ships, tonnage increases, dangerous goods increase. The maritime traffic problem becomes more and more serious. Developed countries in the world use all kinds of efforts to reduce the risk of navigation of ships at sea. However, accidents such as collision, capsizing, oil leakage, grounding, fire and so on still occur from time to time. And caused huge economic losses and environmental damage. For a long time, the maritime public management is directly managed by the government maritime management agencies. Administrative means are also the main means of management. Due to the low efficiency of government administration, in order to improve the efficiency of government work. Nowadays, the maritime management of the United States and Northern Europe has begun to take on the development trend of "administrative management as an enterprise". The economy and technology are put in the primary position of maritime management, on the basis of fully considering the economic value of management activities. The application of modern management methods and techniques to maritime management has significantly improved the efficiency of maritime administration. In this regard, our maritime authorities should actively reverse the concept of management. This paper changes the traditional method of emphasizing administration and not benefit, and actively adopts modern advanced management methods and technical means to improve the efficiency of maritime administration in our country. In this paper, based on the public management theory, the maritime management of Sanya Port is analyzed and discussed in the background of ship navigation risk management. This paper puts forward the concept of enterprise operation of maritime management in our country. On the basis of the concept of enterprise management, this paper fully draws lessons from modern risk management method and forms a set of ideas based on public management enterprise. Based on the practice of Sanya Port, the paper puts forward a series of specific measures and methods for monitoring the navigation risk of ships on the sea based on the scientific management method and the aim of providing high quality public service. Finally, the risk monitoring system of Sanya Port is evaluated, and the value of the system is confirmed. The significance of this paper is to change the existing concept of maritime administration and to promote the commercialization of maritime management. At the same time, the ship navigation risk system of Sanya Port is studied. It has a good guiding function for the practice of risk management of marine navigation in our country in the future.
