【摘要】:本文首先從制度剛性角度闡述了四川省高速公路交通執(zhí)法的概念、沿革、職能、具體職責(zé)的履行形式和作用。從發(fā)展傾向角度描述了公民體驗的導(dǎo)向、概念和意義。從宏觀管理背景角度摘要了本文所運(yùn)用的理論基礎(chǔ)。同時,本文從對高速公路生態(tài)系統(tǒng)組成的逐個剖析,界定了本文所關(guān)注的高速公路公民概念,即以不同方式繳納高速公路通行費(fèi)的所有的營運(yùn)人和消費(fèi)人,即是本文所研究的公民,高速公路生態(tài)系統(tǒng)其他組成人在不履行既定職責(zé)時,也是我們所研究的公民。抽樣調(diào)查匯總了目前高速公路公民體驗不適,包括對價格形成的不適、對交通組織的不適、對行政管理的不適、對公共服務(wù)的不適和對設(shè)計標(biāo)準(zhǔn)的不適,以及高速公路公民體驗超前,包括對公民福利的期望,調(diào)整分配方式;對官方信息的期望,及時作出決策;對公司服務(wù)的期望,消除壟斷經(jīng)營。本文著重研究了四川省高速公路交通執(zhí)法基于執(zhí)法服務(wù)約束力的影響和基于公共服務(wù)拓展力的影響,分析了交通執(zhí)法作為下的四川高速公路公民體驗預(yù)期,即生命和財產(chǎn)安全有保障、出入口無壁壘和暢通、受關(guān)注和飲食衛(wèi)生經(jīng)濟(jì)享受、消除寂寞和個性化。由此,確立了高速公路公民體驗評價指標(biāo),即萬車高速公路交通事故死亡率、大擁堵次數(shù)與同期比率、高速出行普及系數(shù)、信息化經(jīng)費(fèi)支出占總決算比重、公民體驗反饋信息次數(shù)與同期比率。設(shè)計了信息獲取和處理方式。建立了可以直觀比較的評價模型。并以成綿廣巴高速公路相關(guān)數(shù)據(jù)為基礎(chǔ),調(diào)查產(chǎn)生了指標(biāo)體系權(quán)重和標(biāo)準(zhǔn)值,采用近期數(shù)據(jù)進(jìn)行了數(shù)據(jù)分析示例。最后,基于四川省高速公路交通執(zhí)法機(jī)構(gòu)不善于處理求同和存異的關(guān)系、不善于處理繼承和創(chuàng)新的關(guān)系、不善于處理法治與人性的關(guān)系、不善于處理安全與暢通的關(guān)系等現(xiàn)狀分析,提出了交通執(zhí)法作為下的四川高速公路公民體驗提升具體規(guī)范,即規(guī)范路政管理、規(guī)范高速公路封閉區(qū)內(nèi)道路運(yùn)輸管理、規(guī)范常見違法行為認(rèn)定和處理、規(guī)范交通運(yùn)政執(zhí)法其他管理和規(guī)范打擊偷逃通行費(fèi)等。同時,基于高速公路交通執(zhí)法工作面臨的機(jī)遇和挑戰(zhàn),提出了服務(wù)高速規(guī)劃、監(jiān)測高速動態(tài)、消除高速障礙、推進(jìn)高速項目、諫言高速政策、創(chuàng)優(yōu)高速環(huán)境等建議。
