含硫廢水制酸裝置風(fēng)險(xiǎn)管理研究

【摘要】:新世紀(jì)以來,伴隨國民經(jīng)濟(jì)的迅猛發(fā)展,物質(zhì)生活日益豐富,石油化工產(chǎn)品被廣泛應(yīng)用于人們的日常生活之中。石油化工生產(chǎn)裝置絕大多數(shù)都具有易燃、易爆、高溫、高壓、有毒、有害、強(qiáng)腐蝕等特點(diǎn),同時(shí),石化裝置具有生產(chǎn)工藝過程復(fù)雜、監(jiān)控難點(diǎn)多、連續(xù)化作業(yè)周期長等特點(diǎn),這就使石化生產(chǎn)安全風(fēng)險(xiǎn)性極高。因此石油化工企業(yè)快速發(fā)展的過程中如何降低潛在的風(fēng)險(xiǎn),保證人身安全、國家和人民的財(cái)產(chǎn)安全一直是風(fēng)險(xiǎn)管理工作的一個(gè)重要課題。 本文以吉林石化公司含硫廢水制酸裝置為研究對(duì)象,重點(diǎn)論述了石油化工單元生產(chǎn)過程中潛在、可能出現(xiàn)的安全風(fēng)險(xiǎn),并在風(fēng)險(xiǎn)管理理論基礎(chǔ)上,對(duì)含硫廢水制酸裝置進(jìn)行詳細(xì)安全風(fēng)險(xiǎn)評(píng)價(jià)。結(jié)合安全系統(tǒng)工程理論、風(fēng)險(xiǎn)規(guī)劃理論等,對(duì)含硫廢水制酸裝置生產(chǎn)過程、所用原料、中間體、助劑、產(chǎn)品等工藝過程、設(shè)備設(shè)施、危險(xiǎn)化學(xué)品、危險(xiǎn)源等進(jìn)行了全面的風(fēng)險(xiǎn)辨識(shí)與風(fēng)險(xiǎn)分析。利用池火災(zāi)計(jì)算模型對(duì)含硫廢水制酸裝置的生產(chǎn)過程進(jìn)行定量計(jì)算,并得出各種爆炸能量的傷害半徑(死亡區(qū),重傷區(qū),輕傷區(qū)和安全區(qū))。此外,本文對(duì)辨識(shí)出的主要風(fēng)險(xiǎn)因素從工藝過程設(shè)計(jì)、設(shè)備設(shè)計(jì)與選型、安全管理等方面提出了安全防范方案,并從降低職業(yè)危害角度提出了解決方案,保證了項(xiàng)目工藝、設(shè)備及職業(yè)健康的本質(zhì)安全,為裝置安全、穩(wěn)定、低風(fēng)險(xiǎn)運(yùn)行提供了保障;為石油化工企業(yè)制定安全、環(huán)境、可持續(xù)等長期規(guī)劃與戰(zhàn)略發(fā)展提供了參考依據(jù);為實(shí)現(xiàn)人身安全、國家和人民財(cái)產(chǎn)安全的最終目標(biāo)奠定了基礎(chǔ)。
[Abstract]:Since the new century, with the rapid development of the national economy, the material life is increasingly rich, petrochemical products are widely used in people's daily life. The vast majority of petrochemical production units are flammable, explosive, high temperature, high pressure, toxic, harmful, strong corrosion and other characteristics. At the same time, petrochemical units have the characteristics of complex production process, more difficult monitoring and control, long continuous operation period, etc. This makes petrochemical production safety risk is extremely high. Therefore, how to reduce the potential risks and ensure the personal safety in the process of rapid development of petrochemical enterprises is always an important task of risk management. Taking the sulfur-containing wastewater plant of Jilin Petrochemical Company as the research object, this paper focuses on the potential and possible safety risks in the production process of petrochemical units, and on the basis of risk management theory, A detailed safety risk assessment was carried out for the sulphur-containing wastewater acidmaking plant. Combined with safety system engineering theory and risk planning theory, the production process, raw materials, intermediates, auxiliaries, products, equipment, facilities, dangerous chemicals, etc., of sulphur-containing wastewater acid plant, used raw materials, intermediates, auxiliaries, products, etc., Risk sources and other comprehensive risk identification and risk analysis. The production process of sulphur-containing wastewater acid-making plant was calculated quantitatively by using pool fire calculation model, and the damage radius of various explosion energy (dead zone, serious injury zone, light wound area and safe area) was obtained. In addition, in this paper, the main risk factors identified from the process design, equipment design and selection, safety management and other aspects of safety prevention, and from the point of view of reducing occupational hazards proposed solutions to ensure the project process, The essential safety of equipment and occupational health provides a guarantee for the safety, stability and low risk operation of the plant, provides a reference basis for the long-term planning and strategic development of petrochemical enterprises such as safety, environment and sustainability, and provides a reference for the realization of personal safety. The ultimate goal of national and people's property security laid the foundation.
