【摘要】：由于社會的進步、生產(chǎn)技術(shù)和人們對于安全意識的提高等因素,氣體廠的安全問題越來越受到廣泛關(guān)注。因此把握安全生產(chǎn)管理的本質(zhì)及內(nèi)在規(guī)律,建立科學(xué)的安全管理體系,減少或避免各類人員傷亡、設(shè)備事故的發(fā)生就變得尤為重要。論文根據(jù)邯鋼氣體廠安全生產(chǎn)管理的現(xiàn)狀、特點、生產(chǎn)工藝等,使用格雷厄姆風(fēng)險因素評價方法(LEC)、危險與可操作分析研究(HAZOP)的方法為理論指導(dǎo),分析該廠生產(chǎn)和儲存氣體過程中存在的火災(zāi)、爆炸、中毒、窒息等危險和有害因素。并通過搜集氣體廠曾發(fā)生的一些重大危險事故,利用危險危害因素辨識的方法分析其典型案例的因果及其存在的危險隱患,以及該廠周邊環(huán)境及平面布置的影響。根據(jù)分析結(jié)果結(jié)合邯鋼氣體廠過去的安全管理狀況,發(fā)現(xiàn)該廠安全管理機構(gòu)和安全管理制度中存在工藝水平低,安全管理制度單一等問題。提出傳統(tǒng)的安全管理模式已不適應(yīng)該廠安全生產(chǎn)管理發(fā)展的需求。并主要從完善安全生產(chǎn)責(zé)任制,加強安全培訓(xùn)和操作管理,增進項目建設(shè)、事故管理,加大安全檢查和隱患治理力度,完善重大危險源管理和全面開展安全生產(chǎn)標(biāo)準(zhǔn)化等方面提出該廠安全管理制度的改進方法。通過安全科學(xué)原理和先進技術(shù)方法的引用,理論上指出了該廠安全管理的發(fā)展方向,結(jié)合企業(yè)的實際、現(xiàn)狀,建立和完善了各項安全管理制度,為企業(yè)的全管理奠定了很好的基礎(chǔ)。構(gòu)建了以人為本的安全管理保障體系。研究安全生產(chǎn)系統(tǒng)的管理和改進模式,提出了使該廠生產(chǎn)系統(tǒng)達到最佳安全狀態(tài)的科學(xué)方法。
[Abstract]:Due to the progress of society, production technology and the improvement of safety consciousness, the safety problem of gas plant has been paid more and more attention. Therefore, it is very important to grasp the essence and internal law of safety production management, establish a scientific safety management system, reduce or avoid all kinds of personnel casualties, and the occurrence of equipment accidents becomes particularly important. According to the present situation, characteristics and production process of safe production management in gas plant of Handan Iron and Steel Co., Ltd., the paper uses Graham risk factor evaluation method (LEC), hazard and operable analysis to study (HAZOP) for theoretical guidance. The hazardous and harmful factors such as fire, explosion, poisoning and asphyxiation during the production and storage of gas in the plant are analyzed. By collecting some serious accidents in the gas plant, the causality and hidden danger of typical cases and the influence of the surrounding environment and plane layout of the plant are analyzed by using the method of hazard factor identification. According to the analysis results, combined with the past safety management situation of the gas plant of Handan Iron and Steel Co., it is found that there are some problems in the safety management organization and safety management system of the plant, such as low process level, single safety management system, and so on. It is pointed out that the traditional safety management mode is no longer suitable for the development of the safety production management of the plant. And mainly from perfecting the responsibility system of safety production, strengthening safety training and operation management, enhancing project construction, accident management, increasing the intensity of safety inspection and hidden trouble management, The improvement methods of safety management system of the plant are put forward in the aspects of perfecting the management of major hazard sources and carrying out the standardization of production safety in an all-round way. By citing the principles of safety science and advanced technical methods, the development direction of safety management in this factory is pointed out theoretically, and various safety management systems are established and perfected in combination with the reality and present situation of the enterprise. For the full management of enterprises laid a good foundation. The system of safety management and security based on people-oriented is constructed. This paper studies the management and improvement mode of the production safety system, and puts forward a scientific method to make the production system of the plant achieve the best safety state.
