2012年國內(nèi)外石油化工行業(yè)事故統(tǒng)計(jì)分析

摘要：按照事故級別、所屬板塊、事故類型、事故時(shí)間、涉及的化學(xué)品、發(fā)生國家，對2011年和

2012年國內(nèi)外石油化工行業(yè)發(fā)生的死亡1人以上的事故進(jìn)行了統(tǒng)計(jì)分析，研究了事故動(dòng)態(tài)和趨

“小概率、勢。結(jié)果表明：重特大事故呈上升態(tài)勢，具有大后果”的特點(diǎn)；事故涉及的化學(xué)品種類很

“底部小、集中；我國傷亡事故金字塔呈現(xiàn)出形狀陡”的特點(diǎn)；死亡人數(shù)/起數(shù)比值與經(jīng)濟(jì)發(fā)展水平

事故起數(shù)增幅較大，火災(zāi)事故起數(shù)增幅不大，但死亡人數(shù)有關(guān)；爆炸事故的起數(shù)和死亡人數(shù)最高，

有大幅度增加，泄漏事故和其他事故的起數(shù)、死亡人數(shù)均有所降低。根據(jù)統(tǒng)計(jì)分析的結(jié)果，從加強(qiáng)

未遂事件管理、引進(jìn)OSHA績效考核機(jī)制、加強(qiáng)危險(xiǎn)品運(yùn)輸和化工企業(yè)安全監(jiān)管、加大安全投入和

提升安全技術(shù)裝備水平等方面提出了建議措施。對研究國內(nèi)外石化行業(yè)的事故動(dòng)向，從整體上防
