【摘要】：當前,我國經(jīng)濟正處于“增長速度換擋期、結(jié)構(gòu)調(diào)整鎮(zhèn)痛期、刺激經(jīng)濟政策產(chǎn)生負作用的消化期”的三疊期階段,危險化學品行業(yè)也深受此時期影響,從而展現(xiàn)出這一階段的相關(guān)特征。隨著經(jīng)濟增速的放緩,經(jīng)濟結(jié)構(gòu)進一步調(diào)整,前期有關(guān)政策的負作用等影響,安全生產(chǎn)方面的資金、技術(shù)、人員等方面的投入相應(yīng)下降,監(jiān)督管理水平跟不上經(jīng)濟社會發(fā)展步伐,導致危險化學品領(lǐng)域特別重大生產(chǎn)安全事故仍然偶有發(fā)生,重大生產(chǎn)安全事故和較大生產(chǎn)安全事故屢禁不止。河南省人口眾多,工業(yè)規(guī)模大,危險化學品企業(yè)多,這些因素給經(jīng)濟發(fā)展帶來優(yōu)勢的同時,也帶來了嚴重的安全生產(chǎn)問題。近年來,隨著省委省政府的更一步重視,河南省安全生產(chǎn)形勢基本穩(wěn)定,事故起數(shù)和傷亡人數(shù)逐漸下降,但在危險化學品領(lǐng)域仍存在較為嚴重的問題。河南省作為我國中部重要省份,承擔著“中原崛起”等一系列重要政治任務(wù)。在工業(yè)規(guī)模、種類上占有絕對明顯的領(lǐng)先地位,危險化學品企業(yè)也存在著數(shù)量多、種類全、規(guī)模大等特點。在安全生產(chǎn)領(lǐng)域有比較鮮明的代表意義。針對河南省安全生產(chǎn)形勢及安全生產(chǎn)監(jiān)管系統(tǒng)的現(xiàn)狀進行研究,在深入分析存在問題的原因的基礎(chǔ)上,提出改善目前嚴峻的安全生產(chǎn)形勢的科學化可行途徑,對危險化學品領(lǐng)域乃至全省的安全生產(chǎn)形勢好轉(zhuǎn)均有積極作用。
[Abstract]:At present, China's economy is in the three-fold stage of "growth rate shift period, structural adjustment and analgesia period, and digestion period of negative effects of stimulating economic policies", and the dangerous chemicals industry is also deeply affected by this period. Thus showing the relevant characteristics of this stage. With the slowdown in economic growth, the further adjustment of the economic structure, the negative effects of the previous relevant policies, and the corresponding decrease in investment in production safety, technology, personnel, and so on, The level of supervision and management can not keep up with the pace of economic and social development, leading to serious production safety accidents in the field of dangerous chemicals still occur occasionally, major production safety accidents and larger production safety accidents are not prohibited. Henan Province has a large population, a large industrial scale and a large number of dangerous chemical enterprises. These factors bring advantages to the economic development, but also bring serious problems of production safety. In recent years, with the attention of the provincial party committee and the provincial government, the situation of safety in Henan Province is basically stable, the number of accidents and casualties is decreasing gradually, but there are still some serious problems in the field of dangerous chemicals. As an important province in central China, Henan Province undertakes a series of important political tasks such as the rise of Central Plains. In the industrial scale, the category occupies the absolute obvious leading position, the dangerous chemical enterprise also has the quantity, the variety completely, the scale and so on characteristic. In the field of production safety has a relatively clear representative significance. According to the situation of safety production and the present situation of safety production supervision system in Henan province, on the basis of deeply analyzing the causes of the existing problems, the scientific and feasible ways to improve the severe situation of production safety in Henan Province are put forward. It has a positive effect on the improvement of the safe production situation in the field of dangerous chemicals and even in the whole province.
