【摘要】：伴隨著社會的進步、科技的發(fā)展，化工行業(yè)達到空前的繁榮狀態(tài)，社會生產(chǎn)和人民生活的方方面面都離不開化工行業(yè)的支撐。各類化工企業(yè)如雨后春筍般在全國各地建立，隨之而來的是各類環(huán)境污染事故的出現(xiàn)，環(huán)境污染問題越來越受到人們的關(guān)注。 環(huán)境污染事故的發(fā)生，使得企業(yè)面臨巨大的清污治理費用的支出，使得企業(yè)的壓力越來越大。環(huán)境責任保險是企業(yè)分散這一風險的重要選擇，但是由于現(xiàn)在的環(huán)境責任保險對于規(guī)模相同的企業(yè)采取的是統(tǒng)一費率，使得風險較低的企業(yè)投保熱情不高，而風險較高的企業(yè)樂于接受這一費率，導致保險公司的經(jīng)營風險增加，從而保險公司不得不“惜�！�，進而風險高的企業(yè)也會退出保險市場，投保人的減少不利于環(huán)境責任保險的發(fā)展。 本文從化工企業(yè)和環(huán)境責任險的特點出發(fā)，對化工企業(yè)進行事故分析，主要從設(shè)備設(shè)施、危險物料、工藝環(huán)節(jié)、企業(yè)管理四個方面進行分析，并建立化工企業(yè)意外事故風險指標體系，采用主成分和熵權(quán)法集成綜合評價方法，將化工企業(yè)意外事故風險分為低、一般、較大和很大。最后，整合所有可能影響化工企業(yè)環(huán)境強制責任險費率的因素，包括企業(yè)的重大危險源等級、意外事故風險水平、環(huán)境的敏感性、事故產(chǎn)物的毒性以及歷史事故記錄，最終對化工企業(yè)環(huán)境強制責任保險費率進行浮動，，為推廣環(huán)境強制責任保險做一定的努力。
[Abstract]:With the progress of the society and the development of science and technology, the chemical industry has reached an unprecedented prosperity, social production and people's life can not be separated from the support of the chemical industry. All kinds of chemical enterprises are springing up all over the country. With the emergence of various environmental pollution accidents, people pay more and more attention to environmental pollution. The occurrence of environmental pollution accident makes the enterprise face the huge expense of cleaning and treating expenses, which makes the pressure of the enterprise more and more great. Environmental liability insurance is an important choice for enterprises to disperse this risk. However, due to the fact that the current environmental liability insurance takes a flat rate for enterprises with the same scale, the low risk enterprises are less enthusiastic about it. The higher risk enterprises are willing to accept this rate, which leads to an increase in the operating risk of the insurance companies, so that the insurance companies have to "cherish insurance," and then the high-risk enterprises will also withdraw from the insurance market. The decrease of policy holder is unfavorable to the development of environmental liability insurance. Starting from the characteristics of chemical enterprises and environmental liability insurance, this paper analyzes the accidents of chemical enterprises, mainly from four aspects: equipment and facilities, hazardous materials, technological links, and enterprise management. The index system of accident risk in chemical enterprises is established, and the integrated evaluation method of principal component and entropy weight is adopted to divide the accident risk of chemical enterprises into low, general, larger and very large. Finally, integrate all the factors that may affect the environmental compulsory liability insurance rate for chemical enterprises, including the grade of major hazards, the level of accident risk, environmental sensitivity, the toxicity of accident products, and the history of accident records, Finally, the rate of environmental compulsory liability insurance for chemical enterprises is fluctuated, and some efforts are made to popularize environmental compulsory liability insurance.
