綠色低碳公路運(yùn)輸站場評價指標(biāo)體系與評價方法研究

【摘要】:近年來,國家大力推動交通運(yùn)輸行業(yè)向高能效、低排放、低污染方向發(fā)展,并出臺《加快推進(jìn)綠色循環(huán)低碳交通運(yùn)輸發(fā)展指導(dǎo)意見》等政策文件,計劃到2020年基本建成綠色循環(huán)低碳交通運(yùn)輸體系。公路運(yùn)輸站場作為推動交通運(yùn)輸行業(yè)發(fā)展的重要基礎(chǔ)設(shè)施,也是構(gòu)建綠色循環(huán)低碳交通運(yùn)輸體系中重要環(huán)節(jié),推動及實現(xiàn)綠色循環(huán)低碳的公路運(yùn)輸站場發(fā)展勢在必行。本文以公路運(yùn)輸站場為研究對象,以構(gòu)建公路運(yùn)輸站場綠色低碳評價指標(biāo)體系,科學(xué)評價公路運(yùn)輸站場綠色低碳,指導(dǎo)其綠色低碳發(fā)展為目標(biāo),主要開展以下幾個方面的研究:通過文獻(xiàn)調(diào)研,收集對比我國公路運(yùn)輸站場的總體情況和能耗現(xiàn)狀,在充分掌握我國公路運(yùn)輸站場用能現(xiàn)狀的基礎(chǔ)上,采用縱向比較的方法,分析了我國與美國、歐盟、日本等發(fā)達(dá)國家和地區(qū)在綠色低碳公路運(yùn)輸站場發(fā)展政策和技術(shù)應(yīng)用的差異。通過對公路運(yùn)輸站場能耗影響因素分析,從節(jié)能減排、綠色循環(huán)低碳的角度出發(fā),構(gòu)建了側(cè)重于公路運(yùn)輸站場運(yùn)營管理環(huán)節(jié)的綠色低碳評價指標(biāo)體系。對評價指標(biāo)體系框架中涉及的各項評價指標(biāo)進(jìn)一步分解,形成具有可操作性的評價指標(biāo)體系。最后,對比當(dāng)前比較流行的權(quán)重確定方法,選定層次分析法來確定評價指標(biāo)的權(quán)重,并采用專家打分法來檢驗其客觀程度。利用研究建立的評價指標(biāo)體系和評價方法,對公路運(yùn)輸站場進(jìn)行試評價,收到了站場技術(shù)人員的反饋意見,驗證了研究成果的科學(xué)性和合理性,表明大部分指標(biāo)是可行的。本文的研究為推進(jìn)公路運(yùn)輸站場規(guī)劃、建設(shè)與運(yùn)營等環(huán)節(jié)的綠色低碳提供了技術(shù)支持,為公路運(yùn)輸站場節(jié)能減排、提高能效提供依據(jù),有效促進(jìn)資源節(jié)約型、環(huán)境友好型交通行業(yè)建設(shè)。
[Abstract]:In recent years, the state has vigorously promoted the development of the transportation industry toward the direction of high energy efficiency, low emissions and low pollution, and has issued policy documents such as "guidelines on accelerating the Development of Green cycle and low carbon Transport". Plan to basically build green cycle by 2020 low-carbon transportation system. As an important infrastructure to promote the development of transportation industry, highway transportation yard is also an important link in the construction of green cycle low-carbon transportation system. It is imperative to promote and realize the development of green cycle and low-carbon road transport yard. This paper takes the highway transportation yard as the research object, constructs the highway transportation yard green low carbon appraisal index system, scientifically evaluates the highway transportation station green low carbon, guides its green low carbon development as the goal. The main research is as follows: through the literature investigation, collect and compare the general situation and energy consumption status of our country's highway transportation yard, on the basis of fully grasp the current situation of energy use in our country's road transportation yard, adopt the method of longitudinal comparison. This paper analyzes the differences of development policies and technology application between China and the developed countries and regions such as the United States, the European Union and Japan in the development of green low-carbon road transport terminals. Based on the analysis of the influencing factors of energy consumption in highway transportation yard, the green low carbon evaluation index system is constructed from the point of view of energy saving and emission reduction, green cycle and low carbon. The evaluation indexes involved in the framework of the evaluation index system are further decomposed to form an operable evaluation index system. Finally, compared with the current popular weight determination method, the AHP is selected to determine the weight of the evaluation index, and the expert scoring method is used to test its objective degree. By using the evaluation index system and evaluation method established by the study, the paper makes a trial evaluation of the highway transportation yard, receives feedback from the technical personnel of the station yard, verifies the scientific and reasonable results of the research, and indicates that most of the indicators are feasible. The research in this paper provides technical support for the promotion of green and low-carbon road transportation yard planning, construction and operation, provides the basis for energy saving and emission reduction of road transportation yard, improves energy efficiency, and effectively promotes resource conservation.
