【摘要】：文章圍繞《控制污染物排放許可制實施方案》的性質、意義、核心內容等問題進行分析,并就嚴格落實企業(yè)事業(yè)單位環(huán)境保護責任,如何實施監(jiān)督管理,如何為實施排污許可制營造有利的社會環(huán)境,如何做好實施排污許可制的準備工作幾方面進行探討,提出在實施排污許可制過程中需要特別注意:注重建立健全企事業(yè)單位污染物排放總量控制制度,有機銜接環(huán)境影響評價制度,統(tǒng)籌其他各項制度的實施,企業(yè)取得排污許可證絕不意味著可以任意排污。
[Abstract]:This paper analyzes the nature, significance and core contents of the implementation Plan of "Control of Pollutant discharge permit system", and discusses how to strictly implement the responsibility of environmental protection of enterprises and institutions, and how to implement supervision and management. How to create a favorable social environment for the implementation of the sewage permit system, and how to do a good job in preparing for the implementation of the sewage permit system are discussed. It is pointed out that special attention should be paid to establishing and perfecting the total pollutant emission control system in enterprises and institutions, organically linking up with the environmental impact assessment system, and coordinating the implementation of other systems. The fact that an enterprise obtains a permit to discharge pollution does not mean that it can pollute at will.
