【摘要】：環(huán)境問(wèn)題已成為人們重點(diǎn)關(guān)注的熱點(diǎn)問(wèn)題。近年來(lái),以透支生態(tài)、破壞環(huán)境為代價(jià)的發(fā)展方式已經(jīng)越來(lái)越不適應(yīng)我國(guó)注重環(huán)保至上、生態(tài)第一的發(fā)展導(dǎo)向,勢(shì)必需要采取切實(shí)有效措施保護(hù)生態(tài),留住藍(lán)天白云、青山綠水。生態(tài)紅線的劃定就是對(duì)生態(tài)敏感區(qū)、脆弱區(qū)保護(hù)的有力強(qiáng)心劑,而對(duì)生態(tài)紅線區(qū)域內(nèi)進(jìn)行生態(tài)補(bǔ)償,則是提高生態(tài)紅線保護(hù)環(huán)境效用的一種有效手段,也是完善環(huán)境保護(hù)政策體系的重要方面。本文以溧陽(yáng)市生態(tài)紅線區(qū)域?yàn)榍腥朦c(diǎn),介紹了生態(tài)紅線區(qū)域生態(tài)補(bǔ)償機(jī)制相關(guān)概念及相關(guān)理論基礎(chǔ),并探討了國(guó)內(nèi)外對(duì)生態(tài)補(bǔ)償?shù)慕?jīng)驗(yàn)做法,接著,本文闡述了溧陽(yáng)市生態(tài)紅線區(qū)域生態(tài)補(bǔ)償?shù)默F(xiàn)狀、存在的問(wèn)題、原因分析,最后從文化、管理、制度三個(gè)角度提出對(duì)溧陽(yáng)市生態(tài)紅線區(qū)域內(nèi)生態(tài)補(bǔ)償機(jī)制進(jìn)行構(gòu)建的想法,目的是保障溧陽(yáng)市生態(tài)安全,遏制生態(tài)環(huán)境退化,實(shí)現(xiàn)經(jīng)濟(jì)效益、社會(huì)效益和生態(tài)效益相統(tǒng)一,同時(shí)也為全省在建立生態(tài)紅線區(qū)域生態(tài)補(bǔ)償機(jī)制方面提出一些拙見(jiàn),以期能推廣至其他省份進(jìn)行試點(diǎn),乃至希望本課題研究成果成為我國(guó)生態(tài)補(bǔ)償機(jī)制理論研究成果庫(kù)的有益補(bǔ)充。
[Abstract]:Environmental issues have become the focus of attention. In recent years, the mode of development at the cost of overdraft ecology and destruction of environment has become more and more unsuitable for our country to pay more and more attention to environmental protection and ecological development. Therefore, it is necessary to take practical and effective measures to protect ecology and retain blue sky and white clouds. beautiful country scene The delineation of ecological red line is a powerful agent for the protection of ecological sensitive areas and fragile areas, and ecological compensation for ecological red line areas is an effective means to improve the environmental utility of ecological red line protection. It is also an important aspect of perfecting the policy system of environmental protection. This paper takes the ecological red line area of Liyang city as the breakthrough point, introduces the related concepts and relevant theoretical basis of ecological compensation mechanism of ecological red line region, and discusses the experience and practice of ecological compensation at home and abroad. This paper expounds the present situation, existing problems, reason analysis of ecological compensation in Liyang Eco-Red Line region, and finally puts forward the idea of constructing ecological compensation mechanism in Liyang Eco-Red Line region from three angles of culture, management and system. The purpose is to ensure the ecological safety of Liyang City, to contain the degradation of ecological environment, to achieve the unity of economic, social and ecological benefits, and to put forward some humble ideas for the establishment of ecological compensation mechanism in the region of ecological red line in the whole province. In order to extend to other provinces to pilot, and even hope that the research results of this topic will become a useful supplement to the theoretical research results of ecological compensation mechanism in China.
