【摘要】：隨著近些年寧夏經(jīng)濟的快速增長,提升保護環(huán)境綜合實力,逐步減輕環(huán)境污染,遏制生態(tài)惡化趨勢,成為政府社會管理的重要任務(wù)之一。2014年自治區(qū)環(huán)境保護廳為切實執(zhí)行自治區(qū)黨委、政府重大決策部署,提出“優(yōu)美環(huán)境是寧夏最大優(yōu)勢”重要理念,大力實施生態(tài)優(yōu)先發(fā)展戰(zhàn)略,全力推進“三項環(huán)境保護行動計劃”落實,積極推動“美麗寧夏”建設(shè),勢通過深化改革、創(chuàng)新思路、細化目標(biāo)、強化措施,使全區(qū)環(huán)境質(zhì)量穩(wěn)中有升。隨之產(chǎn)生的矛盾是：現(xiàn)有的環(huán)境監(jiān)察模式已無法滿足工作量日益增大的環(huán)境監(jiān)察業(yè)務(wù),迫切需要信息化的手段輔助現(xiàn)場執(zhí)法以提升環(huán)境執(zhí)法監(jiān)管能力。近些年,我國一些省市環(huán)保部門在研究和探索環(huán)境監(jiān)察信息化上取得了一些進步和發(fā)展,這在很大程度上創(chuàng)新了環(huán)境執(zhí)法手段,有效提高環(huán)境執(zhí)法成效,也是構(gòu)建行為規(guī)范、監(jiān)督有力、高效運轉(zhuǎn)的環(huán)境執(zhí)法監(jiān)督體系的有效途徑。寧夏在信息系統(tǒng)建設(shè)方面雖然起步較晚,但是也具備了一定的硬件和軟件條件,并且先行先試,取得一定的成果。但是在信息系統(tǒng)的成熟度、全面性、整合能力方面還存在一定不足,因此完善現(xiàn)行的環(huán)境監(jiān)察信息系統(tǒng)迫在眉睫。本文以寧夏現(xiàn)有環(huán)境監(jiān)察信息系統(tǒng)為基礎(chǔ),根據(jù)系統(tǒng)使用者(即環(huán)境監(jiān)察工作人員和企業(yè)環(huán)境保護工作人員)對該系統(tǒng)的實施情況的評價結(jié)果,分析其能夠解決的問題和目前無法解決的問題。針對不能解決的問題,展開研究,分析需求并提出改進措施。希望通過筆者的分析和建議,能夠助推寧夏環(huán)境監(jiān)察信息系統(tǒng)逐步完善,真正整合優(yōu)化環(huán)境管理信息資源和各級環(huán)保部門數(shù)據(jù)庫,通過信息技術(shù)的綜合利用提升環(huán)境監(jiān)察隊伍的綜合執(zhí)法能力,用數(shù)字網(wǎng)絡(luò)化手段促進環(huán)境監(jiān)察工作的科學(xué)化與現(xiàn)代化發(fā)展。
[Abstract]:With the rapid economic growth of Ningxia in recent years, the comprehensive strength of environmental protection has been enhanced, environmental pollution has been gradually reduced, and the trend of ecological deterioration has been contained. It has become one of the important tasks of the government's social management. In 2014, the Environmental Protection Department of the Autonomous region put forward the important idea that "a beautiful environment is the greatest advantage of Ningxia," in order to effectively implement the regional party committee and the government's major decision-making plans. Vigorously implementing the ecological priority development strategy, vigorously promoting the implementation of the "three environmental protection action plans," and actively promoting the construction of "beautiful Ningxia". Through deepening reform, innovating ideas, refining objectives, and strengthening measures, The environmental quality of the whole region is steadily improving. The resulting contradiction is that the existing mode of environmental supervision can no longer meet the increasing workload of environmental monitoring business, the urgent need for information means to assist field law enforcement in order to enhance the ability of environmental law enforcement supervision. In recent years, the environmental protection departments of some provinces and cities of our country have made some progress and development in researching and exploring the informatization of environmental supervision, which to a great extent has innovated the means of environmental law enforcement, effectively improved the effectiveness of environmental law enforcement, and also established the standard of conduct. The effective way to supervise the effective and efficient environmental law enforcement supervision system. Although Ningxia started late in the construction of information system, it also has certain hardware and software conditions. However, there are some deficiencies in the maturity, comprehensiveness and integration ability of information system, so it is urgent to perfect the current environmental monitoring information system. Based on the existing environmental monitoring information system in Ningxia, this paper, based on the results of the evaluation of the implementation of the system by the users of the system (that is, the environmental monitoring staff and the environmental protection staff of enterprises), Analyze the problems that can be solved and problems that cannot be solved at present. To solve the problem, carry out the research, analyze the demand and put forward the improvement measures. It is hoped that through the author's analysis and suggestions, the environmental monitoring information system of Ningxia will be gradually improved, and the information resources of environmental management and the databases of environmental protection departments at all levels can be truly integrated and optimized. Through the comprehensive utilization of information technology, the comprehensive law enforcement ability of the environmental supervision team is promoted, and the scientific and modern development of the environmental supervision work is promoted by means of digital network.
