【摘要】：近幾年,哈爾濱連續(xù)出現(xiàn)嚴(yán)重的霧霾天氣,尤其在入秋時(shí)節(jié),嚴(yán)重的影響了市民的正常生活,此外對市民的身體健康、城市的交通安全等多方面都造成了損害。因此,對于哈爾濱空氣污染問題的治理已經(jīng)不容等待,一方面這是民意使然,另一方面這也與國家的可持續(xù)發(fā)展、低碳環(huán)保等方針政策是統(tǒng)一的。本文由哈爾濱空氣污染現(xiàn)狀入手,分析目前哈爾濱空氣污染治理的現(xiàn)狀以及治理中存在的問題和這些問題出現(xiàn)的原因,試圖能找到合理的方法為解決哈爾濱空氣污染治理問題提供一些積極的思路和值得參考的建議。本文研究對象為哈爾濱空氣污染及治理問題,從哈爾濱空氣污染的現(xiàn)狀著手,利用相關(guān)分析、主成分分析和回歸分析法研究了造成哈爾濱目前空氣污染情況的影響因子,而后分析了哈爾濱空氣污染問題的治理的現(xiàn)狀、污染治理中存在的問題以及這些問題產(chǎn)生的原因,結(jié)合多年以來,美國、英國和歐盟在治理空氣污染問題中的實(shí)踐經(jīng)驗(yàn),這些國家相對發(fā)達(dá),緯度與哈爾濱相近,氣候相似,利用這些成熟的實(shí)踐經(jīng)驗(yàn)對哈爾濱的空氣污染問題治理工作提供參考和啟示,最后由哈爾濱空氣污染治理中存在的問題和其他國家治理空氣污染的成熟的實(shí)踐經(jīng)驗(yàn),提出哈爾濱空氣污染治理的對策和建議,主要內(nèi)容涵蓋政府、市場、企業(yè)、市民公眾等多方面�？諝馕廴締栴}是一個(gè)長期的問題,所以空氣污染的治理也是一項(xiàng)長期、復(fù)雜的工程,它需要政府相關(guān)部門、企業(yè)、市民公眾、市場等等多方面共同參與協(xié)同合作才能完成,政府在其中需要扮演很多角色,但必須確立主導(dǎo)位置,加強(qiáng)公眾的環(huán)保意識(shí)教育,促進(jìn)企業(yè)的綠色經(jīng)營模式,在各方面的共同努力下,將哈爾濱向可持續(xù)發(fā)展的生態(tài)城市方向發(fā)展和建設(shè)。
[Abstract]:In recent years, serious haze weather appeared in Harbin, especially in autumn season, which seriously affected the normal life of citizens, in addition to the health of citizens, urban traffic safety and other aspects have caused damage. Therefore, the treatment of air pollution in Harbin cannot wait. On the one hand, it is the result of public opinion, on the other hand, it is unified with the national sustainable development, low-carbon environmental protection and other principles and policies. Starting with the present situation of air pollution in Harbin, this paper analyzes the present situation of air pollution control in Harbin, the existing problems and the causes of these problems. This paper tries to find some reasonable ways to solve the problem of air pollution control in Harbin and provide some positive ideas and suggestions for reference. In this paper, the problem of air pollution and control in Harbin is studied. Based on the present situation of air pollution in Harbin, the influencing factors of air pollution in Harbin are studied by means of correlation analysis, principal component analysis and regression analysis. Then it analyzes the current situation of air pollution control in Harbin, the existing problems in pollution control and the causes of these problems, combined with the practical experience of the United States, Britain and the European Union in controlling air pollution over the years. These countries are relatively developed, have similar latitudes and similar climates to Harbin, and use these mature practical experiences to provide reference and inspiration for the management of air pollution problems in Harbin. Finally, based on the problems existing in the air pollution control in Harbin and the mature practical experience of other countries in controlling air pollution, the countermeasures and suggestions for air pollution control in Harbin are put forward. The main contents include the government, the market, and the enterprises. The public and so on. Air pollution is a long-term problem, so air pollution control is also a long-term, complex project. It requires the joint participation and cooperation of relevant government departments, enterprises, citizens, the public, the market and so on. The government has to play a lot of roles, but it must establish a leading position, strengthen public education on environmental awareness, and promote the green business model of enterprises, with the joint efforts of all parties. Harbin to the sustainable development of the direction of ecological city development and construction.
