【摘要】：我國是一個(gè)傳統(tǒng)的農(nóng)業(yè)大國,農(nóng)民一直是固國之本。在我國經(jīng)濟(jì)的長期發(fā)展過程中,農(nóng)村環(huán)境問題是一個(gè)一直被忽視的問題,這其中尤以農(nóng)村中的垃圾處理問題最為嚴(yán)重。農(nóng)村垃圾長期得不到較好的處理,農(nóng)民自發(fā)的堆積,很多農(nóng)村的垃圾都已堆積成山,對自然界的生態(tài)平衡造成了極大程度的破壞,阻礙了農(nóng)民的生活質(zhì)量的提高和農(nóng)業(yè)生產(chǎn)的正常展開。自2011年開始,淮安市開始大力投入到村莊環(huán)境整治和垃圾收集處理中去,并試圖通過建立長效機(jī)制真正的讓淮安市的農(nóng)村垃圾收集處理工作走向常態(tài)化,促進(jìn)生態(tài)城市和生態(tài)文明社會(huì)的建設(shè)。本文在此背景下進(jìn)行研究,首先分析了本文的研究目標(biāo)和研究內(nèi)容;其次對我國農(nóng)村垃圾的含義、產(chǎn)生、來源、分類以及治理等類別的研究文獻(xiàn)進(jìn)行綜述,從而重點(diǎn)闡述了農(nóng)村垃圾治理相關(guān)方面的理論;之后對淮安市農(nóng)村垃圾收集處理工作的現(xiàn)狀和面臨的難點(diǎn)進(jìn)行了分析和討論,并在此基礎(chǔ)上對本次農(nóng)戶調(diào)研數(shù)據(jù)進(jìn)行了統(tǒng)計(jì)分析;最后在前文分析的基礎(chǔ)上提出了淮安市促進(jìn)農(nóng)村垃圾統(tǒng)一收集處理工作的對策建議。通過對淮安市具體工作現(xiàn)狀以及調(diào)查數(shù)據(jù)的分析,研究表明:淮安市農(nóng)村垃圾收集處理雖然已經(jīng)取得了村莊面貌改觀明顯、生態(tài)環(huán)境不斷優(yōu)化等成效,但是依然存在著基礎(chǔ)設(shè)施建設(shè)遲緩、長效機(jī)制尚未建立、居民環(huán)保觀念較弱、推進(jìn)力度不夠等主要問題。同時(shí)從調(diào)研數(shù)據(jù)可以看出,雖然當(dāng)前農(nóng)戶對于農(nóng)村推動(dòng)垃圾收集處理及分類回收都具有較大的信心和支持態(tài)度,但是當(dāng)前農(nóng)戶還存在環(huán)保意識(shí)淡薄、主觀積極性不高等問題,需要得到相應(yīng)的解決。
[Abstract]:China is a traditional agricultural country, farmers have been the foundation of the country. In the long-term development of our country's economy, the rural environmental problem is always neglected, especially the waste disposal problem in rural areas. Rural garbage has not been well disposed of for a long time, the peasants have accumulated spontaneously, and many rural garbage have been accumulated into mountains, which has caused great damage to the ecological balance of nature. Has hindered the farmer's quality of life enhancement and the agricultural production normal development. Since 2011, Huai'an City has invested heavily in village environmental improvement and garbage collection and disposal, and has tried to make the rural garbage collection and treatment work in Huai'an become more regular through the establishment of a long-term mechanism. Promote the construction of ecological city and ecological civilization society. In this context, this paper firstly analyzes the research objectives and contents of this paper, and then summarizes the meaning, origin, source, classification and governance of rural garbage in China. Then the theory of rural garbage management is expounded, and then the current situation and difficulties of rural garbage collection and disposal in Huaian are analyzed and discussed. On the basis of this, the author makes a statistical analysis on the data of the peasant household investigation, and finally puts forward the countermeasures and suggestions to promote the unified collection and treatment of rural garbage in Huai'an city on the basis of the previous analysis. Based on the analysis of the current situation and the investigation data of Huai'an City, the research shows that although the rural garbage collection and disposal in Huaian City has made obvious changes in the appearance of the village, the ecological environment has been continuously optimized, and so on. But there are still some problems, such as slow construction of infrastructure, unestablished long-term mechanism, weak concept of environmental protection of residents, insufficient promotion and so on. At the same time, it can be seen from the survey data that, although farmers currently have greater confidence and support attitude towards promoting garbage collection and treatment in rural areas, there are still problems such as weak awareness of environmental protection and low subjective enthusiasm among farmers. Need to be addressed accordingly.
