【摘要】：黨的十八大對(duì)小康社會(huì)建設(shè)和生態(tài)文明建設(shè)作了新的闡述,提出中國(guó)特色社會(huì)主義事業(yè)總體布局由經(jīng)濟(jì)建設(shè)、政治建設(shè)、文化建設(shè)、社會(huì)建設(shè)“四位一體”拓展為經(jīng)濟(jì)建設(shè)、政治建設(shè)、文化建設(shè)、社會(huì)建設(shè)、生態(tài)文明建設(shè)的“五位一體”。為了使生態(tài)文明建設(shè)落實(shí)到基層,建立綠色社區(qū),提高社區(qū)環(huán)境管理的能力和水平,因?yàn)槌鞘猩鐓^(qū)環(huán)保管理的好壞關(guān)系到城市環(huán)境質(zhì)量的改善,關(guān)系到城市經(jīng)濟(jì)社會(huì)環(huán)境的可持續(xù)發(fā)展,關(guān)系到全面建成小康社會(huì),關(guān)系到生態(tài)文明建設(shè)的成效。因此,抓好城市社區(qū)環(huán)保管理,促進(jìn)城市生態(tài)文明建設(shè)具有重要意義。為掌握城市居民對(duì)社區(qū)環(huán)境問(wèn)題、環(huán)保管理工作的了解程度、環(huán)保態(tài)度、環(huán)保理念以及意見(jiàn)建議,更好地推動(dòng)社區(qū)環(huán)保管理工作的改善和提高,開(kāi)展本次調(diào)查工作。本文通過(guò)確定研究區(qū)域和范圍,以成都市武侯區(qū)相關(guān)社區(qū)為城市社區(qū),選擇成都市武侯區(qū)社區(qū)環(huán)保管理作為研究區(qū)域和研究對(duì)象,通過(guò)實(shí)地調(diào)查研究,采用問(wèn)卷調(diào)查法和訪談法,收集所需數(shù)據(jù),同時(shí)查閱相關(guān)文獻(xiàn),發(fā)現(xiàn)社區(qū)環(huán)保管理中所存在的問(wèn)題,選取玉林街道辦事處電信路社區(qū)、漿洗街社區(qū)、黌門(mén)街社區(qū),主要針對(duì)社區(qū)大氣、水體、固體廢物、噪聲等環(huán)境問(wèn)題和環(huán)境保護(hù)管理工作,了解居民的意見(jiàn)建議。調(diào)查結(jié)束后,運(yùn)用可持續(xù)發(fā)展理論、外部性理論、政府引導(dǎo)與社區(qū)自治相結(jié)合理論來(lái)分析調(diào)查的結(jié)果,得出了成都市武侯區(qū)社區(qū)環(huán)保管理存在問(wèn)題的主要原因,包括社區(qū)環(huán)境保護(hù)理念尚未深入人心、社區(qū)群眾對(duì)環(huán)境保護(hù)工作關(guān)心度不夠、社區(qū)環(huán)境保護(hù)管理軟硬件投入不足、社區(qū)環(huán)境管理的投訴處理機(jī)制不健全等主要問(wèn)題。根據(jù)分析出的問(wèn)題,提出了相關(guān)對(duì)策暨健全社區(qū)環(huán)境保護(hù)管理機(jī)制與責(zé)任、強(qiáng)化經(jīng)費(fèi)和人員保障、推進(jìn)社區(qū)環(huán)境綜合整治工作、做好社區(qū)環(huán)境保護(hù)整體規(guī)劃、加強(qiáng)社區(qū)環(huán)境管理宣傳工作、重視社區(qū)環(huán)境管理體制機(jī)制創(chuàng)新、重視與發(fā)揮非政府組織作用、做好先進(jìn)技術(shù)手段的普及及運(yùn)用工作等對(duì)策建議。最后得出社區(qū)環(huán)保管理的好壞關(guān)系到城市環(huán)境質(zhì)量的改善,關(guān)系到城市經(jīng)濟(jì)社會(huì)環(huán)境的可持續(xù)發(fā)展,關(guān)系到全面建成小康社會(huì),關(guān)系到生態(tài)文明建設(shè)的成效。
[Abstract]:The 18th National Congress of the Party made a new exposition on the construction of a well-off society and an ecological civilization, and proposed that the overall layout of the cause of socialism with Chinese characteristics be expanded from economic construction, political construction, cultural construction, and social construction to economic construction. Political construction, cultural construction, social construction, ecological civilization construction of the "five-in-one." In order to carry out the construction of ecological civilization to the grass roots, to establish the green community and to improve the ability and level of the environmental management of the community, because the quality of the environmental management of the urban community is related to the improvement of the urban environmental quality, It is related to the sustainable development of the urban economic and social environment, to the building of a well-off society in an all-round way, and to the effectiveness of the construction of ecological civilization. Therefore, it is of great significance to do well the management of urban community environmental protection and promote the construction of urban ecological civilization. In order to better promote the improvement and improvement of community environmental protection management, the investigation is carried out in order to grasp the understanding of community environmental problems, environmental management work, environmental protection attitude, environmental protection concept and suggestions. Through the determination of the research area and scope, taking the relevant communities in Wuhou District of Chengdu as the urban community, this paper selects the community environmental protection management of Wuhou District of Chengdu as the research area and research object, and through the field investigation, Using the method of questionnaire and interview, collecting the needed data, consulting the relevant documents, finding the problems in the management of environmental protection in the community, selecting the community of telecommunication road of Yulin subdistrict office, the community of pulp washing street, the community of school street, the community of Yulin subdistrict office, the community of school street, and so on. Aiming at the environmental problems such as atmosphere, water body, solid waste, noise and so on, and the environmental protection management work, this paper discusses the opinions and suggestions of the residents. After the investigation, using the theory of sustainable development, the theory of externality, the combination of government guidance and community autonomy, the results of the investigation are analyzed, and the main reasons for the problems in community environmental protection management in Wuhou District of Chengdu are obtained. The main problems include that the concept of community environmental protection has not been deeply accepted, that the community people are not concerned about the environmental protection work, that the hardware and software of the community environmental protection management are not enough, and that the complaint handling mechanism of the community environmental management is not perfect, and so on. According to the analysis of the problems, the paper puts forward the relevant countermeasures and improve the management mechanism and responsibility of community environmental protection, strengthens the funds and personnel protection, advances the comprehensive improvement of the community environment, and completes the overall planning of the community environmental protection. Strengthen the publicity of community environmental management, attach importance to the innovation of community environmental management system and mechanism, attach importance to the role of non-governmental organizations, and do a good job in popularizing and applying advanced technical means and other countermeasures. Finally, it is concluded that the quality of community environmental protection management is related to the improvement of urban environmental quality, to the sustainable development of urban economic and social environment, to the building of a well-off society in an all-round way, and to the effectiveness of the construction of ecological civilization.
