【摘要】：順德區(qū)大部制改革以來,經(jīng)過組織機構的大幅調整、職能與部門的大力整合,大部制的理念在一定程度上得到有效貫徹。但從環(huán)境管理的實際效果來看,大部制并沒有帶來實質性的飛躍,環(huán)境管理體制的問題仍然突顯。提供具有公共服務屬性功能的環(huán)境產(chǎn)品是政府不可推卸的職責。研究順德區(qū)環(huán)境管理大部門體制改革,對于進一步完善行政體制改革,扎實做好區(qū)域環(huán)境治理,以及推進生態(tài)文明建設均具有重要意義。同時,還能夠為其它地區(qū)大部制改革提供寶貴的實踐經(jīng)驗。本文以順德區(qū)環(huán)境管理大部制為研究對象,運用文獻分析和實證分析相結合的方法,探討了環(huán)境管理體制的發(fā)展歷程和存在問題;研究了環(huán)境管理大部制改革的情況及成效,分析了環(huán)境管理大部制在執(zhí)法監(jiān)察能力、執(zhí)法隊伍建設、屬地化管理和監(jiān)督效果等方面存在的問題,總結了大部制機構職能整合方式、權力運行機制以及改革的阻力等三方面原因。針對這些問題,運用比較研究法,借鑒了香港和新加坡地區(qū)的環(huán)境管理體制和先進做法,按照“一級政府、兩級管理、三級服務、社會參與”的扁平化行政管理模式,具體地提出了“橫向獨立行政,縱向垂直監(jiān)管;加強制度建設,做好機制創(chuàng)新”的環(huán)境行政管理框架,從而對順德區(qū)環(huán)境管理大部制改革進行優(yōu)化,進一步提升區(qū)域環(huán)境管理效果。
[Abstract]:Since the reform of large department system in Shunde District, the concept of large department system has been effectively implemented to a certain extent through the substantial adjustment of the organization and the integration of functions and departments. However, from the point of view of the actual effect of environmental management, the problem of environmental management system is still prominent. It is the responsibility of the government to provide environmental products with the function of public service. It is of great significance to study the system reform of the large department of environmental management in Shunde district for further improving the administrative system reform, doing a good job of regional environmental management, and promoting the construction of ecological civilization. At the same time, it can also provide valuable practical experience for other regions. This article takes Shunde District environmental management system as the research object, uses the literature analysis and the empirical analysis method, discusses the environmental management system development process and the existence question, studies the environment management big department system reform situation and the result, This paper analyzes the problems existing in the large department system of environmental management in the aspects of law enforcement and supervision ability, the construction of law enforcement team, the localization management and the effect of supervision, etc. The mechanism of power operation and the resistance of reform are three reasons. In view of these problems, using the comparative research method, drawing lessons from the environmental management system and advanced practices in Hong Kong and Singapore, according to the "one level government, two levels of management, three levels of service, social participation" flat administrative management model. The paper puts forward the environmental administrative framework of "horizontal and independent administration, vertical and vertical supervision, strengthening of system construction and mechanism innovation", so as to optimize the reform of large department system of environmental management in Shunde district. Further improve the effect of regional environmental management.
