廣州市環(huán)境教育基地運(yùn)營(yíng)管理現(xiàn)狀及對(duì)策

【摘要】:工業(yè)文明的發(fā)展,使得可持續(xù)發(fā)展的理念深入人心。環(huán)境教育作為解決環(huán)境問(wèn)題,實(shí)現(xiàn)可持續(xù)發(fā)展的重要手段,越來(lái)越受到重視。而環(huán)境教育基地作為學(xué)校環(huán)境教育的補(bǔ)充,承擔(dān)起公眾環(huán)境教育的責(zé)任。進(jìn)入千禧年來(lái),我國(guó)環(huán)境教育基地的建設(shè)更是取得飛速進(jìn)展,全國(guó)各地紛紛開(kāi)始環(huán)境教育基地的命名與評(píng)估工作,逐漸形成一批特色鮮明的環(huán)境教育基地。然而,由于我國(guó)環(huán)境教育基地的發(fā)展起步較晚,缺乏管理經(jīng)驗(yàn)等問(wèn)題,未能充分發(fā)揮其作用,導(dǎo)致一些環(huán)境教育基地的發(fā)展后勁不足,甚至面臨淘汰等問(wèn)題。為此,本研究以環(huán)境教育基地的功能實(shí)現(xiàn)為主要目的,以環(huán)境教育基地的運(yùn)營(yíng)管理為切入點(diǎn),探討環(huán)境教育基地的可持續(xù)發(fā)展與運(yùn)營(yíng)。本研究結(jié)合環(huán)境教育基地運(yùn)營(yíng)管理的文獻(xiàn)研究,分析了國(guó)內(nèi)外環(huán)境教育基地的建設(shè)現(xiàn)狀,采用文獻(xiàn)分析法、歸納分析法、實(shí)地調(diào)研法、個(gè)案分析法,以廣州市環(huán)境教育基地為研究對(duì)象,將環(huán)境教育基地的運(yùn)營(yíng)管理所包含的內(nèi)容做細(xì)致梳理,構(gòu)建專(zhuān)門(mén)的運(yùn)營(yíng)管理內(nèi)容體系與評(píng)價(jià)標(biāo)準(zhǔn)。根據(jù)運(yùn)營(yíng)管理體系中的構(gòu)成要素,分別對(duì)廣州市四種類(lèi)型的環(huán)境教育基地的運(yùn)營(yíng)管理現(xiàn)狀做具體分析,歸納總結(jié)出廣州市環(huán)境教育基地在運(yùn)營(yíng)模式、經(jīng)費(fèi)管理、人力資源管理、推廣與運(yùn)營(yíng)、環(huán)保設(shè)施維護(hù)與土地維護(hù)等方面的特點(diǎn),分析存在的問(wèn)題并通過(guò)典型案例分析,探討廣州市環(huán)境教育基地運(yùn)營(yíng)管理的規(guī)律和經(jīng)驗(yàn),提出改善環(huán)境教育基地運(yùn)營(yíng)管理質(zhì)量的相關(guān)建議。通過(guò)此次研究,可以為環(huán)境教育基地工作者提供參考,提出未來(lái)廣州市環(huán)境教育基地的發(fā)展方向與發(fā)展趨勢(shì),為環(huán)境教育基地進(jìn)一步的開(kāi)發(fā)與運(yùn)營(yíng)提供研究思路,提升環(huán)境教育基地的運(yùn)營(yíng)管理水平。研究得出以下結(jié)論:(1)建立環(huán)境教育基地運(yùn)營(yíng)管理內(nèi)容體系,體系中所有要素構(gòu)架完善與系統(tǒng)協(xié)作是環(huán)境教育基地運(yùn)營(yíng)管理良好的基礎(chǔ);(2)廣州市環(huán)境教育基地的管理建設(shè)得益于政府部門(mén)與社會(huì)各界的支持,尤其是維持基地運(yùn)營(yíng)的資金支持與推廣渠道支持;(3)廣州市各環(huán)境教育基地在資金投入、人才管理、推廣、設(shè)施維護(hù)等上總體符合環(huán)境教育基地準(zhǔn)入條件,各環(huán)境教育基地經(jīng)營(yíng)管理態(tài)度較積極;(4)廣東省環(huán)保宣教中心聯(lián)合廣州市環(huán)保宣教中心和廣州市各區(qū)環(huán)境保護(hù)局應(yīng)積極協(xié)作各環(huán)境教育基地培養(yǎng)管理專(zhuān)業(yè)人才,形成環(huán)境教育基地系統(tǒng)的人才需求專(zhuān)門(mén)的體系,同時(shí)應(yīng)積極開(kāi)展環(huán)境教育基地的評(píng)估管理工作,促進(jìn)廣州市環(huán)境教育基地的發(fā)展;(5)環(huán)境教育基地的運(yùn)營(yíng)管理應(yīng)明確其功能定位,在今后的發(fā)展中應(yīng)避免環(huán)境教育功能弱化問(wèn)題。
[Abstract]:The development of industrial civilization makes the concept of sustainable development deeply rooted in people's hearts. As an important means to solve environmental problems and realize sustainable development, environmental education has been paid more and more attention. As a supplement of school environmental education, environmental education base undertakes the responsibility of public environmental education. In the new millennium, the construction of environmental education bases in China has made rapid progress. The naming and evaluation of environmental education bases have begun all over the country, and gradually formed a number of distinctive environmental education bases. However, due to the late development of environmental education bases in China and the lack of management experience, they fail to give full play to their role, which leads to the lack of stamina in the development of some environmental education bases and even the elimination of environmental education bases. Therefore, the main purpose of this study is to realize the function of the environmental education base, and to explore the sustainable development and operation of the environmental education base by taking the operation and management of the environmental education base as the breakthrough point. This research combined with the environmental education base operation management literature research, analyzed the domestic and foreign environmental education base construction present situation, adopted the literature analysis method, the induction analysis method, the field investigation method, the case analysis method, Taking the Guangzhou environmental education base as the research object, the contents of the operation and management of the environmental education base are combed carefully, and the content system and the evaluation standard of the special operation management are constructed. According to the constituent elements of the operation management system, this paper makes a concrete analysis of the operation and management status of four kinds of environmental education bases in Guangzhou, and summarizes the operation mode, funds management and human resource management of the environmental education base in Guangzhou. The characteristics of promotion and operation, environmental protection facilities maintenance and land maintenance, etc., and the analysis of the existing problems, and through the analysis of typical cases, the rules and experiences of the operation and management of Guangzhou Environmental Education Base are discussed. Put forward some suggestions to improve the quality of operation and management of environmental education base. Through this study, we can provide reference for the workers of the environmental education base, put forward the development direction and development trend of Guangzhou environmental education base in the future, and provide research ideas for the further development and operation of the environmental education base. Improve the operation and management level of environmental education base. The conclusions are as follows: (1) establishing the content system of environmental education base operation and management, The improvement and cooperation of all the elements in the system is the basis for the operation and management of the environmental education base. (2) the management and construction of the environmental education base in Guangzhou has benefited from the support of government departments and all sectors of society. In particular, fund support and extension channel support for maintaining the operation of the base; (3) in terms of capital input, talent management, promotion, facilities maintenance and so on, various environmental education bases in Guangzhou generally meet the requirements for access to environmental education bases. (4) the Guangdong Provincial Environmental Education Center, in conjunction with the Guangzhou Environmental Education Center and the Guangzhou District Environmental Protection Bureau, should actively cooperate with each environmental education base to train management professionals. Forming a special system of personnel demand for the environmental education base system, at the same time, we should actively carry out the evaluation and management of the environmental education base, and promote the development of the environmental education base in Guangzhou. (5) the operation and management of the environmental education base should clearly define its functional orientation, The weakening of environmental education function should be avoided in the future development.
