【摘要】：以某大型焦化廠土壤和地下水多環(huán)芳烴、苯污染損害評(píng)估為例,采用資源等值分析法分別開展場(chǎng)地土壤和地下水污染環(huán)境損害評(píng)估,并對(duì)評(píng)估結(jié)果的不確定性進(jìn)行分析.結(jié)果表明,損害評(píng)估的數(shù)額(27.1億元)與實(shí)際污染修復(fù)成本(20.5億元)具有較大差異,損害評(píng)估額明顯大于污染治理修復(fù)成本;社會(huì)貼現(xiàn)率的取值(1%~5%)選擇對(duì)土壤污染損害評(píng)估結(jié)果影響最大,污染含水層厚度(3m~9m)、含水層孔隙度(0.25~0.35)、社會(huì)貼現(xiàn)率(1%~5%)和單位地下水修復(fù)成本(4000~5000元/m~2)等因子對(duì)地下水污染環(huán)境損害評(píng)估的結(jié)果影響較大.資源等值分析的方法作為評(píng)估工業(yè)場(chǎng)地土壤和地下水污染理論和技術(shù)上較為可行,但需要精細(xì)化的立法和明確的技術(shù)導(dǎo)則來(lái)規(guī)范損害評(píng)估的內(nèi)容、程序和方法.
[Abstract]:Taking soil and groundwater polycyclic aromatic hydrocarbons (PAHs) and benzene pollution damage assessment of a large coking plant as an example, the environmental damage assessment of site soil and groundwater pollution was carried out by means of resource equivalence analysis method, and the uncertainty of the assessment results was analyzed. The results showed that the amount of damage assessment (2.71 billion yuan) was significantly different from the actual cost of pollution remediation (2.05 billion yuan), and the amount of damage assessment was obviously larger than the cost of pollution control and remediation. The selection of the social discount rate has the greatest impact on the assessment results of soil pollution damage. Factors such as the thickness of the polluted aquifer, the porosity of the aquifer, the social discount rate and the recovery cost per unit of groundwater, such as the thickness of the contaminated aquifer, the thickness of the aquifer, the porosity of the aquifer, the social discount rate and the cost per unit of groundwater remediation, are significant in the assessment of environmental damage to groundwater pollution. The method of resource equivalence analysis is feasible in theory and technology for assessing soil and groundwater pollution in industrial sites, but it needs fine legislation and clear technical guidelines to standardize the contents, procedures and methods of damage assessment.
