【摘要】：人們過去“求溫飽”,現(xiàn)在“盼環(huán)�！�。近年來,環(huán)保問題已然成為人們關(guān)注的熱點。隨著農(nóng)村經(jīng)濟的迅猛發(fā)展,社會文明的不斷進步,人們希望“天更藍(lán)、樹更綠、水更清、城更美”。但是,農(nóng)村經(jīng)濟飛速發(fā)展的同時忽視了環(huán)境保護問題,農(nóng)村環(huán)境污染嚴(yán)重已成為不爭的事實。農(nóng)村環(huán)境污染,嚴(yán)重影響了農(nóng)民的身體健康、影響了城鄉(xiāng)統(tǒng)籌的發(fā)展進程,影響了農(nóng)村社會的和諧穩(wěn)定,威脅到農(nóng)村乃至整個社會經(jīng)濟可持續(xù)發(fā)展的基礎(chǔ)。因此,加強對農(nóng)村環(huán)境污染問題的研究,探索政府治理農(nóng)村環(huán)境污染的措施,對適用新常態(tài)下農(nóng)村生態(tài)環(huán)境建設(shè)具有重要的現(xiàn)實意義。本文通過了解我國農(nóng)村環(huán)境污染總體狀況,結(jié)合衡陽市的實際情況,對衡陽市農(nóng)村環(huán)境污染的現(xiàn)狀、成因以及現(xiàn)在治理方式進行了認(rèn)真的分析,在國內(nèi)外對農(nóng)村環(huán)境污染治理研究和政府治理等相關(guān)理論的基礎(chǔ)上,試圖從政府治理的角度探討農(nóng)村環(huán)境污染治理存在的問題,探索符合衡陽市實際情況的農(nóng)村環(huán)境污染治理對策。因此,本文通過分析衡陽市各種自然條件、環(huán)境質(zhì)量狀況、污染現(xiàn)狀、治理狀況等,發(fā)現(xiàn)農(nóng)村面積廣袤,村莊類型繁多,農(nóng)藥化肥的高頻率施用、畜禽養(yǎng)殖業(yè)的無序發(fā)展,城市工礦企業(yè)向農(nóng)村轉(zhuǎn)移、城市生活垃圾向農(nóng)村延伸等多種因素,致使衡陽農(nóng)村環(huán)境遭到嚴(yán)重的破壞。同時,通過調(diào)研衡陽市農(nóng)村環(huán)境污染的現(xiàn)狀,剖析其產(chǎn)生的原因,主要是政府及相關(guān)主體重視不夠、創(chuàng)新不夠、投入不夠、建設(shè)不夠,農(nóng)村環(huán)境保護工作管理水平不高、村民環(huán)保意識淡薄、農(nóng)業(yè)生產(chǎn)面源污染、環(huán)保資金投入嚴(yán)重不足等,政府治理與農(nóng)村環(huán)境污染形勢不相適應(yīng)的矛盾日益凸顯,衡陽農(nóng)村環(huán)境污染日益嚴(yán)重。通過對比、分析,借鑒吸收國外農(nóng)村環(huán)境污染治理的成功經(jīng)驗,結(jié)合前期衡陽已有的有效經(jīng)驗,提出完善衡陽市農(nóng)村環(huán)境污染治理對策,包括增強全民環(huán)保意識、加快農(nóng)業(yè)生產(chǎn)轉(zhuǎn)型、打造生態(tài)宜居家園、完善農(nóng)村環(huán)境保護政策措施等,希望能給政府在治理農(nóng)村環(huán)境問題上提供一些參考。
[Abstract]:People used to be fed and clothed, but now they are looking forward to environmental protection. In recent years, environmental protection has become the focus of attention. With the rapid development of rural economy and the progress of social civilization, people hope that "the sky is bluer, the trees are greener, the water is clearer, and the city is more beautiful". However, with the rapid development of rural economy, the problem of environmental protection has been neglected, and the serious environmental pollution in rural areas has become an indisputable fact. The environmental pollution in rural areas has seriously affected the health of farmers, affected the overall development process of urban and rural areas, affected the harmony and stability of rural society, and threatened the foundation of sustainable development of rural and even the whole social economy. Therefore, it is of great practical significance to strengthen the research on rural environmental pollution and to explore the government measures to control rural environmental pollution, which is of great practical significance to the construction of rural ecological environment under the new normal condition. Through understanding the general situation of rural environmental pollution in our country and combining the actual situation of Hengyang City, this paper makes a serious analysis of the present situation, causes and treatment methods of rural environmental pollution in Hengyang City. On the basis of the research on rural environmental pollution control and the related theories of government management, this paper attempts to discuss the problems existing in rural environmental pollution control from the angle of government governance. To explore the countermeasures of environmental pollution control in rural areas in line with the actual situation in Hengyang City. Therefore, based on the analysis of various natural conditions, environmental quality, pollution status, control status and so on in Hengyang City, it is found that the rural area is vast, the village types are various, the high frequency application of pesticides and fertilizers, and the disorderly development of livestock and poultry industry. Many factors, such as the transfer of urban industrial and mining enterprises to rural areas and the extension of urban domestic waste to rural areas, cause serious damage to the rural environment in Hengyang. At the same time, by investigating the present situation of rural environmental pollution in Hengyang city, this paper analyzes the causes of the environmental pollution, mainly because the government and related subjects pay less attention to it, the innovation is not enough, the investment is not enough, the construction is not enough, and the management level of the rural environmental protection work is not high. Villagers' awareness of environmental protection is weak, non-point source pollution in agricultural production, serious shortage of investment in environmental protection, and so on. The contradiction between government governance and rural environmental pollution is becoming increasingly prominent, and Hengyang rural environmental pollution is becoming more and more serious. Through comparison, analysis, drawing lessons from the successful experience of foreign rural environmental pollution control, combining with the previous effective experience of Hengyang, put forward to improve Hengyang rural environmental pollution control countermeasures, including enhancing the awareness of environmental protection of the whole people, In order to speed up the transformation of agricultural production, build eco-livable homes and perfect the policies and measures of rural environmental protection, we hope to provide some references for the government to deal with rural environmental problems.
