協(xié)同視角下我國生態(tài)環(huán)境保護(hù)制度系統(tǒng)結(jié)構(gòu)研究

【摘要】:隨著我國生態(tài)環(huán)境狀況的日益惡化,生態(tài)環(huán)境保護(hù)與經(jīng)濟(jì)社會發(fā)展之間的矛盾愈來愈突出,生態(tài)環(huán)境保護(hù)制度建設(shè)勢在必行。論文在對生態(tài)環(huán)境保護(hù)制度及制度系統(tǒng)內(nèi)涵界定的前提下,構(gòu)建了生態(tài)環(huán)境保護(hù)制度系統(tǒng)結(jié)構(gòu)模型,對協(xié)同視角下生態(tài)環(huán)境保護(hù)制度系統(tǒng)的結(jié)構(gòu)內(nèi)涵、特征進(jìn)行了分析。在此基礎(chǔ)上,分別從我國生態(tài)環(huán)境保護(hù)制度子系統(tǒng)序參量識別、我國生態(tài)環(huán)境保護(hù)制度子系統(tǒng)的有序發(fā)展水平、我國生態(tài)環(huán)境保護(hù)制度子系統(tǒng)間的協(xié)同發(fā)展水平等三個方面進(jìn)行了研究。首先,針對我國生態(tài)環(huán)境保護(hù)制度系統(tǒng)結(jié)構(gòu)的分析,本文建立了我國生態(tài)環(huán)境保護(hù)制度系統(tǒng)結(jié)構(gòu)概念模型,指出生態(tài)環(huán)境保護(hù)制度系統(tǒng)的結(jié)構(gòu)是指行政型制度子系統(tǒng)、法律法規(guī)體系子系統(tǒng)、環(huán)境經(jīng)濟(jì)政策子系統(tǒng)和公眾參與制度子系統(tǒng)等子系統(tǒng)間以及子系統(tǒng)內(nèi)各項(xiàng)具體制度間的相互作用關(guān)系;基于此,從協(xié)同學(xué)的角度出發(fā),分析得出系統(tǒng)結(jié)構(gòu)是否合理有效取決于四類子系統(tǒng)的有序發(fā)展水平以及子系統(tǒng)間的協(xié)同發(fā)展水平。然后,針對我國生態(tài)環(huán)境保護(hù)制度子系統(tǒng)序參量的識別,本文在選取我國生態(tài)環(huán)境保護(hù)制度系統(tǒng)狀態(tài)變量的基礎(chǔ)上,建立了系統(tǒng)協(xié)同演化模型,對四類子系統(tǒng)的序參量進(jìn)行識別,研究發(fā)現(xiàn):行政型制度子系統(tǒng)、法律法規(guī)體系子系統(tǒng)、環(huán)境經(jīng)濟(jì)政策子系統(tǒng)、公眾參與制度子系統(tǒng)的序參量分別為環(huán)保系統(tǒng)人員數(shù)和環(huán)境影響評價制度執(zhí)行合格率、生態(tài)環(huán)境保護(hù)規(guī)章數(shù)、環(huán)境污染治理投資總額、當(dāng)年辦理人大政協(xié)環(huán)保議案提案數(shù)。最后,為從協(xié)同學(xué)角度研究我國生態(tài)環(huán)境保護(hù)制度系統(tǒng)結(jié)構(gòu)的合理性和有效性,本文構(gòu)建了系統(tǒng)協(xié)同度評價模型,首先對四類制度子系統(tǒng)有序發(fā)展水平進(jìn)行研究,結(jié)果發(fā)現(xiàn)四類子系統(tǒng)有序度由高到低依次為:行政型制度子系統(tǒng)、法律法規(guī)體系子系統(tǒng)、環(huán)境經(jīng)濟(jì)政策子系統(tǒng)、公眾參與制度子系統(tǒng)。在此基礎(chǔ)上,對我國生態(tài)環(huán)境保護(hù)制度子系統(tǒng)間協(xié)同發(fā)展水平進(jìn)行研究,結(jié)果發(fā)現(xiàn):我國生態(tài)環(huán)境保護(hù)制度系統(tǒng)總體協(xié)同度并不高,主要原因在于生態(tài)環(huán)境保護(hù)制度子系統(tǒng)在協(xié)同發(fā)展過程中存在“木桶效應(yīng)”,即環(huán)境經(jīng)濟(jì)政策子系統(tǒng)和公眾參與制度子系統(tǒng)有序度的“短板”在一定程度上決定了整個制度系統(tǒng)協(xié)同度較低,進(jìn)而決定了我國生態(tài)環(huán)境保護(hù)制度系統(tǒng)結(jié)構(gòu)合理性水平較低。針對研究結(jié)論,本文給出了提高我國生態(tài)環(huán)境保護(hù)制度系統(tǒng)協(xié)同度的對策措施。
[Abstract]:With the deterioration of ecological environment in our country, the contradiction between ecological environment protection and economic and social development is more and more prominent, so the construction of ecological environment protection system is imperative. On the premise of defining the connotation of ecological environment protection system and system, this paper constructs the system structure model of ecological environment protection system, and analyzes the structural connotation and characteristics of ecological environment protection system from the perspective of coordination. On this basis, the order parameters of the ecological environment protection system subsystem in China are identified, and the orderly development level of the ecological environment protection system subsystem in our country is analyzed. The cooperative development level among the subsystems of ecological environment protection system in China is studied in three aspects. Firstly, according to the analysis of the system structure of the ecological environment protection system in China, this paper establishes the conceptual model of the ecological environment protection system in China, and points out that the structure of the ecological environment protection system refers to the administrative system subsystem. The interaction among the subsystems of laws and regulations system, environmental economic policy subsystem and public participation system subsystem, as well as the specific systems in the subsystem, based on this, from the point of view of Synergetics, It is concluded that whether the system structure is reasonable and effective depends on the orderly development level of four kinds of subsystems and the level of cooperative development among subsystems. Then, aiming at the recognition of the order parameters of the ecological environment protection system subsystem in our country, this paper establishes the system cooperative evolution model on the basis of selecting the state variables of the ecological environment protection system in our country. This paper identifies the order parameters of four kinds of subsystems, and finds out that: administrative system subsystem, law system subsystem, environmental economic policy subsystem, The order parameters of the public participation system subsystem are the number of personnel in the environmental protection system and the qualified rate of the implementation of the environmental impact assessment system, the number of ecological environmental protection regulations, the total amount of investment in environmental pollution control, and the number of proposals for handling the environmental protection motion of the CPPCC National people's Congress. Finally, in order to study the rationality and effectiveness of the system structure of ecological environment protection system in China from the perspective of Synergetics, this paper constructs the evaluation model of system coordination degree, and studies the orderly development level of four kinds of system subsystems. The results show that the order of the four subsystems from high to low are: administrative system subsystem, law system subsystem, environmental economic policy subsystem, public participation system subsystem. On this basis, the cooperative development level among the subsystems of ecological environment protection system in China is studied. The results show that the overall coordination degree of ecological environment protection system in China is not high. The main reason lies in the existence of "barrel effect" in the cooperative development of the ecological environment protection system subsystem. That is, the "short board" of the order degree of the environmental and economic policy subsystem and the public participation system subsystem determines to a certain extent the low degree of coordination of the whole system, and then determines the low level of rationality of the ecological environment protection system structure in our country. Aiming at the conclusion of the research, this paper puts forward some countermeasures to improve the coordination degree of ecological environment protection system in China.
