【摘要】："垃圾圍城"的困境,一定程度上是垃圾過度產(chǎn)生的結(jié)果。從家庭生活垃圾的微觀產(chǎn)生鏈來看,企業(yè)與家庭都能為垃圾源頭削減有所貢獻,但基于競爭博弈決策的企業(yè)與基本成本收益分析的家庭,在現(xiàn)有的垃圾收費模式下都不會自然選擇"降廢"與"減量"。因此,對家庭實施按量收費的價格規(guī)制有其必要性,從理論基礎(chǔ)與經(jīng)濟效應上看也有其合理性。按量收費的減量效應,可促進源頭削減,進而有助于垃圾圍城的解決。
[Abstract]:The predicament of "garbage besieging" is to some extent the result of excessive garbage production. From the microcosmic production chain of household domestic waste, both enterprises and households can contribute to the waste source reduction, but enterprises based on competitive game decision and families with basic cost-benefit analysis, There is no natural selection of "waste reduction" and "reduction" under the existing garbage charging model. Therefore, it is necessary to regulate the price of charge according to the amount of the family, and it is also reasonable in terms of theoretical basis and economic effect. The reduction effect of charge according to the quantity can promote the source reduction, and then help solve the waste besieged city.
