中國工業(yè)水污染治理效率及部門差異

【摘要】:基于2005~2013年工業(yè)水污染物治理投入與除去數(shù)據(jù),利用污染當(dāng)量法和DEA模型,首次計(jì)算了中國38個(gè)工業(yè)部門水污染的治理效率。結(jié)果表明:總體治理效率較低,不同部門的水污染物治理的投入和去除狀況、水污染治理效率差異明顯;18個(gè)工業(yè)部門具有DEA相對(duì)有效,但其中一些重要工業(yè)部門的水污染物排放量大,加重了排放區(qū)域的環(huán)境污染;20個(gè)工業(yè)部門水污染治理存在DEA無效,其對(duì)環(huán)境的污染亦在加劇;15個(gè)工業(yè)部門的水污染治理效率在不斷下降。主要產(chǎn)業(yè)部門的水污染治理效率主要依靠技術(shù)效率改善來支持,而技術(shù)創(chuàng)新的支持較弱。最后,針對(duì)各部門特點(diǎn)提出了對(duì)策建議。
[Abstract]:Based on the input and removal data of industrial water pollutants from 2005 to 2013, the efficiency of water pollution control in 38 industrial sectors in China was calculated for the first time by using the pollution equivalent method and DEA model. The results show that the overall treatment efficiency is low, the input and removal of water pollutants in different departments are different, the efficiency of water pollution treatment is different, and the DEA is relatively effective in 18 industrial sectors. However, some of the major industrial sectors have a large discharge of water pollutants, exacerbating environmental pollution in the discharge areas, and DEA is ineffective in water pollution control in 20 industrial sectors. Its pollution to the environment is also increasing; the efficiency of water pollution treatment in 15 industrial sectors is declining. The efficiency of water pollution control mainly depends on the improvement of technical efficiency, but the support of technological innovation is weak. Finally, according to the characteristics of various departments, countermeasures and suggestions are put forward.
