大屯礦區(qū)綠色礦山建設評價及對策研究

【摘要】:在當今環(huán)境危機、資源危機和人口危機日漸加劇的背景下,世界各國相繼實施了可持續(xù)發(fā)展戰(zhàn)略,我國礦產(chǎn)資源行業(yè)也正積極實行這一戰(zhàn)略,并逐步推進綠色礦山建設。隨著第一批國家級綠色礦山試點單位通過驗收,綠色礦山建設正在全國范圍內(nèi)如火如荼的進行。對此,礦產(chǎn)資源行業(yè)迫切需要一套全面、科學且有針對性的綠色礦山建設評價標準來衡量綠色礦山的發(fā)展狀況。我國雖然已經(jīng)實施了綠色礦山建設工程,但其評判標準仍處于探索階段,尚未制定出統(tǒng)一且被廣泛認可的評價指標體系。本文首先綜述了國內(nèi)外綠色礦山研究現(xiàn)狀和可持續(xù)發(fā)展、循環(huán)經(jīng)濟、生態(tài)與經(jīng)濟協(xié)調(diào)發(fā)展等理論基礎。其次,通過對大屯礦區(qū)綠色礦山建設現(xiàn)狀的詳盡分析,構(gòu)建了基于DPSIR模型的綜合評價指標體系。然后,運用主成分分析法對大屯礦區(qū)內(nèi)姚橋、龍東和徐莊三所煤礦2008~2012年原始數(shù)據(jù)進行運算和評價,并根據(jù)評價結(jié)果具體分析大屯礦區(qū)綠色礦山建設情況。最后,基于現(xiàn)狀分析和實證分析,為煤炭行業(yè)提供了建設綠色礦山的對策。實證分析結(jié)果表明:2008年至2012年大屯礦區(qū)的綠色礦山建設發(fā)生了很大的變化,概括體現(xiàn)為資源利用效率、環(huán)境保護和安全生產(chǎn)等方面有明顯的改善。其中,姚橋和徐莊綠色礦山建設發(fā)展速度較快,但龍東發(fā)展速度相對較慢。通過對大屯礦區(qū)的實證分析,既能識別出其優(yōu)勢特征,又可發(fā)現(xiàn)其中的薄弱環(huán)節(jié)和亟待解決的問題。實證結(jié)果證實:本文所構(gòu)建的指標體系具有可行性,可對大屯礦區(qū)綠色礦山建設進行有效評價。針對研究結(jié)論,本文從優(yōu)化土地復墾機制、科技創(chuàng)新改進生產(chǎn)工藝、延伸循環(huán)經(jīng)濟產(chǎn)業(yè)鏈和完善管理體制四個方面提出了相應的綠色礦山建設對策。
[Abstract]:Under the background of environmental crisis, resource crisis and population crisis, various countries in the world have implemented the strategy of sustainable development one after another, and the mineral resources industry of our country is carrying out this strategy actively, and gradually promoting the construction of green mine. With the acceptance of the first batch of national green mine pilot units, green mine construction is in full swing across the country. Therefore, the mineral resources industry urgently needs a set of comprehensive, scientific and targeted green mine construction evaluation criteria to measure the development of green mines. Although the green mine construction project has been implemented in our country, its evaluation standard is still in the exploratory stage, and a unified and widely accepted evaluation index system has not yet been formulated. In this paper, the current situation of green mine research at home and abroad and the theoretical basis of sustainable development, circular economy, ecological and economic development are first summarized. Secondly, the comprehensive evaluation index system based on DPSIR model is constructed by analyzing the present situation of green mine construction in Datun mining area. Then, the principal component analysis method is used to calculate and evaluate the original data of Yaoqiao, Longdong and Xuzhuang coal mines in Datun mining area from 2008 to 2012, and according to the evaluation results, the construction of green mines in Datun mining area is analyzed concretely. Finally, based on the current situation analysis and empirical analysis, it provides the countermeasures for the coal industry to build green mines. The results of empirical analysis show that the construction of green mine in Datun mining area has changed greatly from 2008 to 2012, which can be summarized as the improvement of resource utilization efficiency, environmental protection and safety in production. Among them, Yao Bridge and Xuzhuang green mine construction and development speed is relatively fast, but the development speed of Longdong is relatively slow. Through the empirical analysis of Datun mining area, we can not only identify its advantages, but also find the weak links and the problems to be solved. The empirical results show that the index system constructed in this paper is feasible and can effectively evaluate the construction of green mine in Datun mining area. In view of the research conclusion, this paper puts forward the corresponding countermeasures of green mine construction from four aspects: optimizing the land reclamation mechanism, innovating in science and technology, improving production technology, extending the industrial chain of circular economy and perfecting the management system.
