城鎮(zhèn)糞便處理方案比選研究

【摘要】:隨著城市人口的增加,城鎮(zhèn)糞便產(chǎn)生量與日俱增,城鎮(zhèn)糞便處理方案的選擇,既要從技術(shù)角度分析可靠性,還要從經(jīng)濟評價角度及社會環(huán)境影響角度分析其可行性。如果城鎮(zhèn)糞便處置不當將會造成環(huán)境污染,影響人類生活的空間和質(zhì)量,因此城鎮(zhèn)糞便處理方案的選擇在城市基礎(chǔ)設(shè)施建設(shè)決策時至關(guān)重要,解決城鎮(zhèn)糞便無害化、資源化的問題迫在眉睫。本研究以城鎮(zhèn)糞便處理工藝為研究對象,以建立技術(shù)、經(jīng)濟、社會環(huán)境綜合效益評估方法為目標,在經(jīng)濟效益指標分析的基礎(chǔ)上,建立了技術(shù)因素、經(jīng)濟因素、社會環(huán)境因素綜合效益評估指標體系,采用層次分析法對城鎮(zhèn)糞便處理技術(shù)進行綜合評估。經(jīng)濟指標分析結(jié)果:總投資收益率指標,堆肥化工藝最高,達到25.76%,二級處理工藝總投資收益率最低。財務(wù)凈現(xiàn)值指標,二級處理工藝、堆肥化工藝、堆肥化與水處理結(jié)合工藝、堆肥與沼氣化結(jié)合工藝四種工藝中,堆肥化工藝財務(wù)凈現(xiàn)值最高。所得稅后動態(tài)投資回收期指標,堆肥化工藝回收期時間最短。在經(jīng)濟指標定量評價的基礎(chǔ)上,應(yīng)用層次分析法建模,從技術(shù)因素、經(jīng)濟效益因素、社會環(huán)境因素三個角度綜合考慮,定量與定性分析相結(jié)合,通過專家調(diào)查問卷,計算出目標層權(quán)重值。通過專家打分法對各處理方案打分,最后得出各方案的最終分值,進而進行方案比選。層次分析法評估結(jié)果顯示,堆肥化工藝要優(yōu)于其余三種工藝。論文的經(jīng)濟評價方法及方案比選在糞便處理廠建設(shè)可研階段具有較高的參考價值,具有很好的理論價值和實踐意義。本研究將在一定程度上為城鎮(zhèn)糞便處理廠的投資建設(shè)提供了有力理論依據(jù),從而更好地為投資決策服務(wù)。
[Abstract]:With the increase of urban population, the amount of urban excrement is increasing day by day. The choice of urban fecal disposal scheme should not only analyze the reliability from the point of view of technology, but also analyze its feasibility from the angle of economic evaluation and social environmental impact. If the improper disposal of urban feces will cause environmental pollution and affect the space and quality of human life, the choice of urban fecal disposal scheme is crucial in the decision-making of urban infrastructure construction. The question of resources is imminent. In this study, the technology of urban fecal disposal was taken as the research object, and the comprehensive benefit evaluation method of technology, economy and social environment was established. Based on the analysis of economic benefit index, the technical factors and economic factors were established. The comprehensive benefit evaluation index system of social environmental factors was used to evaluate the technology of urban fecal disposal by analytic hierarchy process (AHP). The results of economic index analysis showed that the total investment return rate was the highest in composting process (25.76%) and the lowest in secondary treatment process. Financial NPV index, secondary treatment process, composting and water treatment combined process, composting and biogas combined process four processes, composting process financial NPV is the highest. After income tax dynamic investment payback period index, composting process payback time is the shortest. On the basis of quantitative evaluation of economic indicators, the analytic hierarchy process (AHP) is applied to model the model, considering the technical factors, economic benefits factors and social environmental factors, combining quantitative and qualitative analysis, through expert questionnaire, The weight of the target layer is calculated. Finally, the final value of each scheme is obtained through the expert scoring method, and then the scheme comparison is carried out. The results of analytic hierarchy process (AHP) showed that composting process was superior to the other three processes. The economic evaluation methods and schemes of this paper have higher reference value, better theoretical value and practical significance than those selected in the study stage of construction of faecal treatment plant. To a certain extent, this study will provide a powerful theoretical basis for the investment and construction of urban faecal disposal plants, thus providing better service for investment decision-making.
