【摘要】：黨的十八屆五中全會(huì)提出要實(shí)行省以下環(huán)保機(jī)構(gòu)監(jiān)測(cè)監(jiān)察執(zhí)法垂直管理制度改革。文章指出實(shí)施環(huán)保垂直管理制度改革,調(diào)整機(jī)構(gòu)隸屬關(guān)系是手段,重構(gòu)條塊關(guān)系是方向,落實(shí)各方責(zé)任是主線,推動(dòng)發(fā)展和保護(hù)一體化是落腳點(diǎn),根本目的是推動(dòng)生態(tài)環(huán)境質(zhì)量改善。在深入調(diào)查研究的基礎(chǔ)上,根據(jù)《關(guān)于省以下環(huán)保機(jī)構(gòu)監(jiān)測(cè)監(jiān)察執(zhí)法垂直管理制度改革試點(diǎn)工作的指導(dǎo)意見(jiàn)》,需從塊上落實(shí)地方政府及其相關(guān)部門的環(huán)境保護(hù)責(zé)任并切實(shí)加強(qiáng)監(jiān)督檢查;從條上規(guī)范和加強(qiáng)環(huán)保機(jī)構(gòu)隊(duì)伍建設(shè);從垂直管理制度安排上必須做好系統(tǒng)設(shè)計(jì),堅(jiān)持服務(wù)和支撐條塊結(jié)合的改革目標(biāo)導(dǎo)向,推動(dòng)地方黨委、政府和環(huán)保系統(tǒng)明晰責(zé)任、高效履責(zé)。
[Abstract]:The Fifth Plenary session of the 18th CPC Central Committee proposed the reform of the vertical management system of monitoring, supervision and law enforcement by environmental protection agencies below provincial level. The article points out that implementing the reform of the vertical management system of environmental protection, adjusting the subordinate relationship of the organization is the means, reconstructing the relationship of strip and block is the direction, implementing the responsibility of all parties is the main line, and promoting the development and protection integration is the foothold. The fundamental aim is to promote the improvement of ecological environment quality. On the basis of in-depth investigation and research, According to the guidance on the reform of the vertical management system of monitoring supervision and law enforcement by environmental protection agencies below the provincial level, it is necessary to implement the environmental protection responsibilities of local governments and their related departments and strengthen supervision and inspection; From the point of view of standardizing and strengthening the construction of the ranks of environmental protection organizations, we must do a good job in system design in terms of vertical management system arrangements, adhere to the reform objective of combining service and support, and promote the clear responsibilities of local party committees, governments and environmental protection systems. To carry out duties efficiently.
