【摘要】：黨的十六屆五中全會(huì)提出了建設(shè)社會(huì)主義新農(nóng)村的重大歷史任務(wù),并將“生產(chǎn)發(fā)展、生活寬裕、鄉(xiāng)風(fēng)文明、村容整潔、管理民主”作為新農(nóng)村建設(shè)的指導(dǎo)方針。黨的十八大更是將“建設(shè)美麗中國”作為中國實(shí)現(xiàn)全面建成小康社會(huì)奮斗目標(biāo)的新要求之一。構(gòu)建生態(tài)文明新農(nóng)村是實(shí)現(xiàn)經(jīng)濟(jì)社會(huì)可持續(xù)發(fā)展的重要保障,更是新時(shí)期新農(nóng)村建設(shè)的題中應(yīng)有之意。而當(dāng)前,我國農(nóng)村環(huán)境狀況卻總體不佳,部分地區(qū)污染嚴(yán)重。為此,必須加快農(nóng)村生態(tài)文明建設(shè)步伐,力爭在實(shí)現(xiàn)農(nóng)村經(jīng)濟(jì)、社會(huì)、文化的全面協(xié)調(diào)可持續(xù)發(fā)展的同時(shí),建立更高水平的生態(tài)文明,讓廣大農(nóng)民不僅享受到新階段經(jīng)濟(jì)發(fā)展的成果,更感受到“美麗中國”在農(nóng)村地區(qū)的生動(dòng)體現(xiàn)。本文就吉林省新農(nóng)村生態(tài)文明建設(shè)問題,以馬克思主義生態(tài)文明觀為指導(dǎo),結(jié)合農(nóng)村生態(tài)環(huán)境建設(shè)的現(xiàn)實(shí)情況及需要,從五個(gè)方面進(jìn)行了深入的分析與研究。緒論部分從選題背景、研究意義、國內(nèi)外此類研究現(xiàn)狀及研究方法與創(chuàng)新等做了概述。第二章對(duì)社會(huì)主義新農(nóng)村生態(tài)文明建設(shè)相關(guān)理論進(jìn)行了闡釋,主要包括相關(guān)概念的界定以及新農(nóng)村生態(tài)文明建設(shè)的理論依據(jù)等。第三章分兩部分對(duì)吉林省新農(nóng)村生態(tài)文明建設(shè)實(shí)踐成果進(jìn)行了闡述,包括吉林省新農(nóng)村生態(tài)文明建設(shè)現(xiàn)狀和吉林省生態(tài)示范區(qū)建設(shè)分析。第四章深刻分析了吉林省新農(nóng)村生態(tài)文明將建設(shè)中出現(xiàn)的問題以及存在問題的原因分析。第五章以理論聯(lián)系實(shí)際為原則,從四個(gè)方面提出了推進(jìn)吉林省新農(nóng)村生態(tài)文明建設(shè)的舉措,諸如:完善農(nóng)村環(huán)保宣傳教育體系、加強(qiáng)對(duì)鄉(xiāng)鎮(zhèn)企業(yè)的污染控制、完善農(nóng)村環(huán)境保護(hù)法律健全環(huán)境管理體系等。建設(shè)生態(tài)文明新農(nóng)村是實(shí)現(xiàn)“美麗中國”目標(biāo)的內(nèi)在要求,更是實(shí)現(xiàn)中國夢(mèng)的重要一步。吉林省新農(nóng)村生態(tài)文明建設(shè)要充分吸收國內(nèi)外生態(tài)農(nóng)村建設(shè)有益經(jīng)驗(yàn),結(jié)合本地區(qū)的特點(diǎn)因地制宜,力爭在推動(dòng)本地區(qū)農(nóng)村發(fā)展的同時(shí),為其它地區(qū)發(fā)展提供新鮮經(jīng)驗(yàn)。
[Abstract]:The Fifth Plenary session of the 16th CPC Central Committee put forward the great historical task of building a new socialist countryside, and took "production development, rich life, local civilization, clean and tidy village, democratic management" as the guiding principles for the construction of the new countryside. The 18th National Congress of the Party regards "building a beautiful China" as one of the new requirements for China to achieve the goal of building a well-off society in an all-round way. Constructing new countryside of ecological civilization is an important guarantee to realize the sustainable development of economy and society, and it is also the meaning of the construction of new countryside in the new period. But at present, our country countryside environment condition is not good overall, partial area pollution is serious. Therefore, we must speed up the construction of rural ecological civilization and strive to establish a higher level of ecological civilization while realizing the comprehensive and sustainable development of rural economy, society and culture. Let the broad masses of farmers not only enjoy the fruits of the new stage of economic development, but also feel the vivid embodiment of "beautiful China" in the rural areas. Under the guidance of Marxist ecological civilization view and the reality and need of rural ecological environment construction, this paper makes an in-depth analysis and research on the construction of new rural ecological civilization in Jilin Province from five aspects. The introduction summarizes the background, significance, current situation, research method and innovation of this kind of research at home and abroad. The second chapter explains the theory of ecological civilization construction in new socialist countryside, including the definition of relevant concepts and the theoretical basis of ecological civilization construction in new countryside. The third chapter is divided into two parts to elaborate the practical achievements of the new rural ecological civilization construction in Jilin Province, including the status quo of the new rural ecological civilization construction in Jilin Province and the analysis of the construction of the ecological demonstration zone in Jilin Province. The fourth chapter deeply analyzes the problems in the construction of the new rural ecological civilization in Jilin Province and the reasons for the problems. The fifth chapter, based on the principle of integrating theory with practice, puts forward four measures to promote the construction of new rural ecological civilization in Jilin province, such as perfecting the rural environmental protection propaganda and education system, strengthening the pollution control to township enterprises. Improve rural environmental protection laws and improve the environmental management system. Building a new countryside of ecological civilization is the internal requirement of realizing the goal of "beautiful China" and an important step to realize Chinese Dream. The construction of new rural ecological civilization in Jilin Province should fully absorb the beneficial experience of ecological rural construction at home and abroad, combine the characteristics of this region with local conditions, and strive to provide fresh experience for the development of other regions while promoting the rural development in this region.
