【摘要】：在重視資源可持續(xù)發(fā)展與再利用的時(shí)代發(fā)展潮流中,垃圾分類已成為不可或缺的一部分。我國城市生活垃圾面臨著增長速度快、可回收資源利用率低等問題,要想有效地解決好城市垃圾問題,分類處理是必由之路。本文以城市生活垃圾的分類與回收為研究對象,利用文獻(xiàn)分析法、定量分析法、對比分析法、案例分析法等研究方法,對我國城市生活垃圾分類處理制度與實(shí)施現(xiàn)狀進(jìn)行分析,并探討制約城市進(jìn)行生活垃圾分類與回收的問題與原因。在分析與總結(jié)國外城市垃圾分類的成功經(jīng)驗(yàn)的基礎(chǔ)上,本文提出了適合我國國情的城市生活垃圾分類與回收的制度建議。實(shí)行城市垃圾分類,在一定程度上能解決我國經(jīng)濟(jì)增長所面臨的資源和環(huán)境的問題。要實(shí)現(xiàn)垃圾資源化回收利用,其前提和保證就是要做好垃圾分類收集的工作,這也是使廢棄物進(jìn)行再循環(huán)利用的有效途徑。垃圾分類回收既可以易于垃圾無害化處理,也可減少處理垃圾過程中對環(huán)境造成污染,是實(shí)現(xiàn)垃圾生態(tài)化的重要前提。本文在整合現(xiàn)有的城市垃圾的概念基礎(chǔ)上,運(yùn)用生態(tài)哲學(xué)的相關(guān)理論,從哲學(xué)角度定義了城市垃圾的概念,概述了城市垃圾分類特征與意義,介紹了垃圾分類的標(biāo)準(zhǔn)。通過分析北京、上海兩個(gè)城市垃圾分類處理現(xiàn)狀,總結(jié)探討阻礙我國城市垃圾分類處理制度發(fā)展的問題,并進(jìn)行詳細(xì)的剖析。本文通過分析日本、美國和德國城市垃圾分類處理的現(xiàn)狀與運(yùn)行制度,總結(jié)其成功的經(jīng)驗(yàn)。最后,根據(jù)我國的實(shí)際情況,提出幾點(diǎn)具有可操作性的城市垃圾分類處理制度的建議。
[Abstract]:In the trend of sustainable development and reuse of resources, garbage classification has become an indispensable part. In order to effectively solve the problem of municipal solid waste (MSW), classification is the only way to solve the problems such as rapid growth rate and low utilization rate of recyclable resources. In this paper, the classification and recovery of municipal solid waste (MSW) is taken as the research object. By using the methods of literature analysis, quantitative analysis, comparative analysis and case analysis, this paper analyzes the current situation of classified treatment system and implementation of municipal solid waste in China. The problems and reasons restricting the classification and recovery of municipal solid waste are also discussed. On the basis of analyzing and summing up the successful experience of the classification of municipal solid waste in foreign countries, this paper puts forward some suggestions on the system of classification and recovery of municipal solid waste suitable for the situation of our country. To a certain extent, the problem of resources and environment in China's economic growth can be solved by carrying out the classification of urban garbage. In order to realize the recycling and utilization of garbage, its premise and guarantee is to do a good job of garbage collection and collection, which is also an effective way to recycle and reuse the waste. The classification and collection of garbage is not only easy to dispose of garbage without harm, but also can reduce the pollution to the environment in the process of garbage disposal, which is an important premise to realize the ecological transformation of garbage. On the basis of integrating the existing concepts of urban garbage and using the relevant theories of ecological philosophy, this paper defines the concept of urban garbage from a philosophical point of view, summarizes the characteristics and significance of urban garbage classification, and introduces the criteria of garbage classification. Based on the analysis of the current situation of classified treatment of municipal solid waste in Beijing and Shanghai, the problems hindering the development of the system of classified treatment of municipal solid waste in China are summarized and discussed in detail. This paper analyzes the present situation and operation system of urban waste separation in Japan, America and Germany, and summarizes its successful experience. Finally, according to the actual situation of our country, the paper puts forward some operable suggestions on the classification and treatment system of municipal solid waste.
