【摘要】：株樹橋水庫作為長沙市第二水源地,為湖南省會長沙市安全健康用水提供保障。為了更好的保護株樹橋水庫水源,實現(xiàn)水資源保護、經(jīng)濟、社會和生態(tài)環(huán)境可持續(xù)發(fā)展目標(biāo),保障好當(dāng)?shù)鼐用窕旧钚枰?維護公共產(chǎn)品的凈社會收益,展開了本次研究。采用問卷調(diào)查法和二元Logistic回歸模型對庫區(qū)居民和飲用水受益居民的生態(tài)補償意愿進行分析,對補償機制進行了探討,并通過成本效益分析法對補償標(biāo)準(zhǔn)進行了研究。通過二元Logistic回歸模型,對庫區(qū)居民及受益者星沙居民共發(fā)放回收的600份生態(tài)補償意愿調(diào)查問卷進行分析,發(fā)現(xiàn)水庫建設(shè)對環(huán)境、就業(yè)和收入的評價對接受補償意愿具有正面影響。采用成本效益分析經(jīng)濟方法對經(jīng)濟成本與效益之間差值進行核算,計算出樣本村2013年成本效益分別為-39.78萬元、-48.6萬元和-67.73萬元,其差額比分別為0.326、0.435和0.485。發(fā)現(xiàn)隨著上、中、下游樣本村逐步增加資金投入仍然無法平衡經(jīng)濟成本的支出。綜合利用損失補償法和收益補償法分析生態(tài)補償標(biāo)準(zhǔn),提出了有利于整個庫區(qū)可持續(xù)發(fā)展的生態(tài)補償方式和政策。
[Abstract]:As the second source of water in Changsha, Zhushuqiao Reservoir provides a guarantee for the safe and healthy water use of Changsha City in Hunan Province. In order to better protect Zhushuqiao reservoir water source, realize the sustainable development goal of water resources protection, economy, society and ecological environment, ensure the basic living needs of local residents, and maintain the net social income of public goods, this research has been carried out. The ecological compensation willingness of residents in reservoir area and drinking water was analyzed by means of questionnaire survey and binary Logistic regression model. The compensation mechanism was discussed and the compensation standard was studied by cost-benefit analysis method. Based on the binary Logistic regression model, a total of 600 questionnaires of ecological compensation will be distributed by residents and beneficiaries of Xingsha reservoir area, and it is found that the reservoir construction is of great importance to the environment. The evaluation of employment and income has a positive effect on the willingness to accept compensation. The difference between economic cost and benefit was calculated by cost-benefit analysis, and the cost benefit of sample village in 2013 was-397800 yuan-486000 yuan and-677300 yuan respectively, and the difference ratio was 0.3260.45 and 0.485 respectively. It is found that along with the upstream, middle and downstream sample villages gradually increasing capital input still can not balance the economic cost of expenditure. The ecological compensation standard is analyzed by using the loss compensation method and the income compensation method, and the ecological compensation methods and policies are put forward which are beneficial to the sustainable development of the whole reservoir area.
