【摘要】：環(huán)境影響后評(píng)價(jià)是環(huán)境影響評(píng)價(jià)制度的重要組成部分。隨著環(huán)境影響評(píng)價(jià)制度的不斷完善,環(huán)境影響后評(píng)價(jià)受到各國(guó)政府的日益重視。在中國(guó),環(huán)境影響后評(píng)價(jià)還處于發(fā)展初期,尚未在全國(guó)范圍內(nèi)廣泛開展,相關(guān)技術(shù)指導(dǎo)還沒(méi)有正式出臺(tái),評(píng)價(jià)方法及體系均不夠完善。目前,關(guān)于環(huán)境影響后評(píng)價(jià)的理論研究及已經(jīng)開展的項(xiàng)目類型主要集中在：公路交通、水利水電、火電廠、礦產(chǎn)開采、海洋工程等行業(yè),而對(duì)于石油化工領(lǐng)域的研究尚屬空白,且沒(méi)有相關(guān)類型的實(shí)例可供參考。因此,研究并探討石油化工類項(xiàng)目的環(huán)境影響后評(píng)價(jià)方法具有一定的理論和實(shí)際應(yīng)用意義。本文主要研究?jī)?nèi)容如下：(1)從概念、工作程序、工作內(nèi)容、目的與作用等方面進(jìn)行對(duì)比,研究了環(huán)境影響后評(píng)價(jià)與環(huán)境影響評(píng)價(jià)之間的聯(lián)系與區(qū)別,理清了環(huán)境影響后評(píng)價(jià)的工作思路,明確其工作重點(diǎn)�；谑�(xiàng)目特點(diǎn)及其環(huán)境影響評(píng)價(jià)重點(diǎn),確定該類項(xiàng)目環(huán)境影響后評(píng)價(jià)重點(diǎn)為：大氣污染及環(huán)境風(fēng)險(xiǎn)的回顧性分析、現(xiàn)狀評(píng)價(jià)、預(yù)測(cè)分析并提出相應(yīng)的整改建議；(2)建立環(huán)境影響后評(píng)價(jià)的一般方法框架。結(jié)合石油化工類項(xiàng)目環(huán)境影響后評(píng)價(jià)重點(diǎn),確定石化類項(xiàng)目環(huán)境影響后評(píng)價(jià)指標(biāo),并對(duì)上述框架進(jìn)行改進(jìn),建立一套適用于石油化工類項(xiàng)目的環(huán)境影響后評(píng)價(jià)方法框架；(3)運(yùn)用本文研究的評(píng)價(jià)指標(biāo)和方法框架,對(duì)大連某石化公司進(jìn)行環(huán)境影響后評(píng)價(jià),結(jié)果表明所建立的方法框架和指標(biāo)具有較好的應(yīng)用性和實(shí)際性。本論文的研究成果對(duì)同行業(yè)環(huán)境影響后評(píng)價(jià)報(bào)告的編寫具有一定的參考價(jià)值。
[Abstract]:Post-environmental impact assessment is an important part of environmental impact assessment system. With the continuous improvement of the environmental impact assessment system, the post-environmental impact assessment has been paid more and more attention by the governments of various countries. In China, the post-environmental impact assessment is still in the early stage of development, has not been widely carried out nationwide, the relevant technical guidance has not been formally issued, and the evaluation method and system are not perfect. At present, the theoretical research on the post-environmental impact assessment and the types of projects that have been carried out are mainly concentrated in the industries of road transportation, water conservancy and hydropower, thermal power plants, mineral mining, marine engineering, etc. There are no examples of related types for reference. Therefore, it is of theoretical and practical significance to study and discuss the post-assessment method of environmental impact of petrochemical projects. The main contents of this paper are as follows: (1) by comparing the concept, work procedure, work content, purpose and function, the paper studies the relationship and difference between environmental impact assessment and environmental impact assessment. It clarifies the idea of post-environmental impact assessment, and clarifies its work emphases. Based on the characteristics of petrochemical projects and the emphasis of environmental impact assessment, it is determined that the key points of post-assessment of environmental impact of these projects are: air pollution and environmental risk retrospective analysis, current situation evaluation, Forecast and analysis and put forward the corresponding suggestions for rectification. (2) to establish a general framework of methods for post-environmental impact assessment. Combined with the key points of environmental impact post-evaluation of petrochemical projects, the indexes of post-assessment of environmental impact of petrochemical projects are determined, and the above framework is improved. To establish a set of environmental impact post-assessment method framework for petrochemical projects, using the evaluation index and method framework studied in this paper, to carry out the environmental impact post-assessment of a petrochemical company in Dalian. The results show that the established framework and indicators are applicable and practical. The research results of this paper have some reference value for the post-evaluation report of environmental impact in the same industry.
