【摘要】：近年來,面對著世界經(jīng)濟(jì)下行的壓力,中國經(jīng)濟(jì)持續(xù)以強(qiáng)勁的勢頭向前發(fā)展,城鎮(zhèn)化推進(jìn)速度不斷加快,新農(nóng)村建設(shè)也是日新月異,城鎮(zhèn)居民生活質(zhì)量不斷改善,農(nóng)民群眾生活水平也有了顯著提高。但是由于社會發(fā)展條件的種種限制,農(nóng)村一些地方的生態(tài)環(huán)境逐步惡化,河水?dāng)嗔鳌⑼寥郎郴�、空氣惡化、垃圾圍城等現(xiàn)象頻發(fā)。2014年來,全國平均霧霾天數(shù)達(dá)29.9天,為52年之最,多地更是創(chuàng)下歷史記錄。這些現(xiàn)象似乎司空見慣,這些話題也似乎不再新鮮。但是,相對惡化的人居環(huán)境迫使著人們開始更多地去關(guān)注居住環(huán)境,關(guān)注生態(tài)保護(hù)。圍繞進(jìn)一步做好當(dāng)前鄉(xiāng)村人居環(huán)境治理工作,論文以息縣彎柳樹村為例,通過實地調(diào)研、發(fā)放問卷的形式,運(yùn)用定性與定量分析相結(jié)合的方法,發(fā)現(xiàn)彎柳樹村在人居環(huán)境治理工作中,存在村民對居住環(huán)境的滿意度不高、對環(huán)境污染的危害性認(rèn)識不足、對人居環(huán)境工作的投入抵、缺乏擔(dān)當(dāng)精神、公共責(zé)任意識不強(qiáng)、對村內(nèi)的道德講堂不感興趣和村規(guī)民約的執(zhí)行不力等問題。針對問題產(chǎn)生的原因,論文運(yùn)用治理理論、鄉(xiāng)村治理理論、善治理論等理論工具進(jìn)行分析,從五個方面提出對策,分別是加強(qiáng)村民的公共意識、規(guī)范村民行為、提高村民參與度、加強(qiáng)村規(guī)民約的執(zhí)行、提高村民收入水平。希望通過對中部地區(qū)一個普通農(nóng)村的人居環(huán)境治理問題進(jìn)行研究,能對中國廣大農(nóng)村人居環(huán)境治理工作有積極進(jìn)步的意義。
[Abstract]:In recent years, in the face of the downward pressure of the world economy, China's economy has continued to develop with a strong momentum, the speed of urbanization has been speeding up, the construction of new rural areas has also been changing with each passing day, and the quality of life of urban residents has been continuously improved. The living standards of the peasants have also improved significantly. However, due to various restrictions on social development conditions, the ecological environment in some rural areas is gradually deteriorating, river water flow is cut off, soil desertification, air degradation, garbage siege and other phenomena occur frequently. Since 2014, the average number of days of haze in China has reached 29.9 days. It was the highest in 52 years, with more than a record. These phenomena seem to be commonplace and the topics seem no longer new. However, the relative deterioration of the living environment forces people to pay more attention to the living environment and ecological protection. In order to further improve the current rural human settlements, the paper takes the village of Xixian as an example, through field investigation, the form of questionnaire, using the method of combining qualitative and quantitative analysis. It is found that in the management of human settlement environment, the villagers' satisfaction with the living environment is not high, the awareness of the harmfulness of environmental pollution is insufficient, the investment in human settlements is insufficient, and the sense of public responsibility is not strong. Not interested in the village moral lecture hall and the implementation of the village rules and regulations, and other issues. Aiming at the causes of the problems, the paper analyzes the problems by using the theory of governance, the theory of rural governance and the theory of good governance, and puts forward the countermeasures from five aspects, namely, strengthening the villagers' public consciousness and standardizing the villagers' behavior. Increase the participation of villagers, strengthen the implementation of village rules and regulations, and improve the income level of villagers. It is hoped that the study on the governance of human settlements in an ordinary rural area in the central region will have positive and progressive significance for the governance of human settlements in the vast rural areas of China.
