【摘要】：近年來(lái)我國(guó)環(huán)境事故不斷發(fā)生,大多數(shù)事故是由工業(yè)生產(chǎn)引起的。隨著我國(guó)城市規(guī)劃和環(huán)境管理的要求不斷提升,工業(yè)企業(yè)已逐步搬遷到工業(yè)園區(qū)中進(jìn)行生產(chǎn),伴隨著工業(yè)搬遷相應(yīng)的環(huán)境風(fēng)險(xiǎn)也逐漸凸顯。因此針對(duì)我國(guó)20000多個(gè)工業(yè)園區(qū)的環(huán)境風(fēng)險(xiǎn)評(píng)價(jià)和管理需求日益迫切。本文首先對(duì)工業(yè)園區(qū)的環(huán)境風(fēng)險(xiǎn)特征進(jìn)行梳理。在對(duì)近年來(lái)環(huán)境事故發(fā)生的原因進(jìn)行分析后顯示,工業(yè)園區(qū)內(nèi)危險(xiǎn)源眾多,容易發(fā)生多米諾事故,其風(fēng)險(xiǎn)來(lái)源主要是行業(yè)生產(chǎn)風(fēng)險(xiǎn)、運(yùn)輸風(fēng)險(xiǎn)以及管理風(fēng)險(xiǎn),良好的規(guī)劃和應(yīng)急措施能有效降低環(huán)境風(fēng)險(xiǎn)。為了能夠摸清環(huán)境風(fēng)險(xiǎn)源導(dǎo)致環(huán)境事故的過(guò)程,提出合理的管理建議,本文針對(duì)突發(fā)性環(huán)境事故和累積性環(huán)境事故這兩種事故類(lèi)型,對(duì)工業(yè)園區(qū)的風(fēng)險(xiǎn)來(lái)源------貨物運(yùn)輸和行業(yè)生產(chǎn)這兩大方面,運(yùn)用重大事故危險(xiǎn)識(shí)別的方法進(jìn)行特征事故的識(shí)別,設(shè)計(jì)事故情景。以事故樹(shù)和事件樹(shù)結(jié)合的蝴蝶結(jié)分析為工具,對(duì)上述特征事故進(jìn)行推演分析,總結(jié)出工業(yè)園區(qū)環(huán)境風(fēng)險(xiǎn)管理的關(guān)鍵因素。結(jié)合環(huán)境風(fēng)險(xiǎn)的三個(gè)方面,構(gòu)建出工業(yè)園區(qū)環(huán)境風(fēng)險(xiǎn)管理評(píng)價(jià)指標(biāo)體系,提出3大類(lèi)共13個(gè)評(píng)價(jià)指標(biāo)。第一類(lèi)是環(huán)境風(fēng)險(xiǎn)源類(lèi),包括行業(yè)類(lèi)別、危險(xiǎn)物質(zhì)情況、工藝與設(shè)備可靠性、運(yùn)輸情況、排污物質(zhì)屬性與方式;第二類(lèi)是風(fēng)險(xiǎn)控制機(jī)制,包括環(huán)境安全管理制度、預(yù)警應(yīng)急制度、監(jiān)測(cè)制度、信息管理制度;第三類(lèi)是環(huán)境風(fēng)險(xiǎn)受體,包括大氣狀況、水體狀況、土壤狀況、人口情況。運(yùn)用層次分析法對(duì)工業(yè)園區(qū)環(huán)境風(fēng)險(xiǎn)評(píng)價(jià)指標(biāo)體系進(jìn)行賦值并初步建立工業(yè)園區(qū)風(fēng)險(xiǎn)等級(jí)劃分標(biāo)準(zhǔn)。針對(duì)工業(yè)園區(qū)環(huán)境風(fēng)險(xiǎn)指標(biāo)體系中的13個(gè)評(píng)價(jià)指標(biāo)從工業(yè)園區(qū)管理的角度,結(jié)合相關(guān)的法律法規(guī)標(biāo)準(zhǔn)以及其他研究成果進(jìn)行檢查項(xiàng)解析。通過(guò)檢查項(xiàng)的解析識(shí)別出園區(qū)自主管理環(huán)境風(fēng)險(xiǎn)過(guò)程中的各項(xiàng)評(píng)價(jià)因素并開(kāi)發(fā)出能對(duì)工業(yè)園區(qū)進(jìn)行快速評(píng)價(jià)分級(jí)的環(huán)境風(fēng)險(xiǎn)管理檢查表�；谏鲜鲅芯�,本文開(kāi)展了實(shí)地調(diào)研,針對(duì)貴州省兩個(gè)典型工業(yè)園區(qū)進(jìn)行實(shí)證分析。從分析結(jié)果可以看出,該檢查表能夠有效地反映工業(yè)園區(qū)環(huán)境風(fēng)險(xiǎn)的大小,同時(shí)幫助園區(qū)管理層梳理園區(qū)內(nèi)存在的環(huán)境風(fēng)險(xiǎn)和環(huán)境安全隱患,查找存在的問(wèn)題和薄弱環(huán)節(jié),實(shí)現(xiàn)規(guī)范化管理為我國(guó)工業(yè)園區(qū)環(huán)境風(fēng)險(xiǎn)管理提供了有效的管理工具。
[Abstract]:In recent years, environmental accidents occur continuously in our country, most of them are caused by industrial production. With the increasing demands of urban planning and environmental management in China, industrial enterprises have gradually moved to industrial parks for production, with the corresponding environmental risks of industrial relocation gradually highlighted. Therefore, it is urgent to evaluate and manage the environmental risk of more than 20000 industrial parks in China. This paper firstly combs the environmental risk characteristics of industrial parks. After analyzing the causes of environmental accidents in recent years, it is shown that there are many dangerous sources in industrial parks, which are prone to domino accidents. The main sources of risk are industry production risk, transportation risk and management risk. Good planning and emergency measures can effectively reduce environmental risks. In order to find out the process of environmental accident caused by environmental risk source, and put forward some reasonable management suggestions, this paper aims at two types of environmental accident: sudden environmental accident and cumulative environmental accident. To the risk source of industrial park-cargo transportation and industry production, this paper uses the method of identifying the major accident risk to identify the characteristic accident, and designs the accident scene. With the combination of accident tree and event tree, the key factors of environmental risk management in industrial park are summarized by deducing and analyzing the above characteristic accidents. Combined with three aspects of environmental risk, this paper constructs the evaluation index system of environmental risk management in industrial park, and puts forward 13 evaluation indexes in three categories. The first category is the environmental risk source category, including the industry category, the hazardous substance situation, the process and equipment reliability, the transportation condition, the pollutant discharge material attribute and the way; the second kind is the risk control mechanism, including the environmental safety management system, Early warning emergency system, monitoring system, information management system; the third category is the environmental risk receptors, including atmospheric conditions, water conditions, soil conditions, population situation. The evaluation index system of industrial park environmental risk is assigned by AHP and the standard of industrial park risk grade is established preliminarily. According to the 13 evaluation indexes in the environmental risk index system of industrial parks, this paper analyzes the inspection items from the point of view of the management of industrial parks, combined with the relevant laws and regulations standards and other research results. Through the analysis of the inspection items, the evaluation factors in the process of independent management of environmental risk in the park are identified, and an environmental risk management check table which can quickly evaluate and grade the industrial park is developed. Based on the above research, this paper carries out field research and empirical analysis on two typical industrial parks in Guizhou Province. From the analysis results, we can see that the checklist can effectively reflect the size of the environmental risk in the industrial park, at the same time, it helps the management of the park to comb the environmental risk and the hidden danger of the environment in the park, and to find out the existing problems and weak links. The realization of standardized management provides an effective management tool for environmental risk management of industrial parks in China.
