【摘要】：隨著旅游的蓬勃發(fā)展和出游人數(shù)的激增對(duì)景區(qū)自然生態(tài)環(huán)境的破壞和人文生態(tài)環(huán)境的沖擊,如何使景區(qū)的自然和人文生態(tài)“在保護(hù)中發(fā)展,在發(fā)展中保護(hù)”,走可持續(xù)發(fā)展道路,成為目前政府公共管理中高度關(guān)注的焦點(diǎn)和難點(diǎn)問題。因此如何有效開展景區(qū)生態(tài)保護(hù)是當(dāng)前旅游發(fā)展的當(dāng)務(wù)之急。瀘沽湖因其優(yōu)美的自然環(huán)境、良好的生態(tài)系統(tǒng)和獨(dú)特的民族風(fēng)情文化成為自然和人文雙景觀完美結(jié)合的典范。本文梳理了目前國(guó)內(nèi)外景區(qū)生態(tài)保護(hù)的相關(guān)研究成果,以鹽源縣開展瀘沽湖生態(tài)保護(hù)這一實(shí)踐作為案例進(jìn)行研究和分析。分別通過瀘沽湖生態(tài)保護(hù)工作的系統(tǒng)性和特色化兩個(gè)關(guān)鍵要素的分析和研究,得出對(duì)景區(qū)生態(tài)保護(hù)的借鑒和啟示。本文主要通過案例分析法對(duì)鹽源縣政府開展瀘沽湖生態(tài)保護(hù)工作進(jìn)行分析和研究,把保護(hù)工作中的背景、主要做法和效果進(jìn)行梳理,并且通過分析和研究,站在公共管理角度對(duì)瀘沽湖生態(tài)保護(hù)實(shí)踐的系統(tǒng)因素和特色因素進(jìn)行評(píng)價(jià),提出實(shí)踐過程中的經(jīng)驗(yàn)和對(duì)策,以期對(duì)其他景區(qū)的生態(tài)保護(hù)工作提供一定的參考。本文分為六個(gè)部分:第一部分從選題的背景和意義入手,梳理國(guó)內(nèi)外相關(guān)文獻(xiàn)和研究成果,界定景區(qū)生態(tài)保護(hù)的相關(guān)概念,明確本文的研究方法、主體思路和主要內(nèi)容。第二部分勾勒出我國(guó)景區(qū)生態(tài)保護(hù)的趨勢(shì),分析了我國(guó)景區(qū)生態(tài)保護(hù)的困惑之處,提出鹽源縣政府開展瀘沽湖景區(qū)生態(tài)保護(hù)的典型性。第三部分對(duì)鹽源縣政府正在開展的瀘沽湖生態(tài)保護(hù)工作這一案例做出描述,梳理出案例的背景、主要做法和效果。第四部分抓住瀘沽湖生態(tài)保護(hù)工作的“系統(tǒng)”與“特色”兩個(gè)關(guān)鍵因素,展開案例的詳細(xì)分析。對(duì)規(guī)劃的系統(tǒng)性、管理體系的系統(tǒng)性;保護(hù)措施的針對(duì)性、保護(hù)方式的多樣化、生態(tài)保護(hù)中旅游開發(fā)模式的創(chuàng)新性做了剖析。第五部分根據(jù)瀘沽湖的案例分析得出對(duì)其他景區(qū)生態(tài)保護(hù)的啟示。第六部分對(duì)案例進(jìn)行了總結(jié),并提出展望。
[Abstract]:With the vigorous development of tourism and the surge of the number of tourists, the destruction of natural ecological environment and the impact of humanistic ecological environment on scenic spots, how to make the natural and human ecology of scenic spots "develop in protection, protect in development",To take the road of sustainable development has become the focus and difficulty of government public management.Therefore, how to effectively carry out the ecological protection of scenic spots is the urgent task of the current tourism development.Due to its beautiful natural environment, good ecosystem and unique national culture, Lugu Lake has become a perfect combination of natural and human landscape.This paper reviews the related research results of ecological protection of scenic spots at home and abroad and takes the practice of carrying out ecological protection of Lugu Lake in Yanyuan County as a case study and analysis.Through the analysis and research of the two key elements of the ecological protection work of Lugu Lake, the paper draws the reference and enlightenment to the ecological protection of the scenic area.This paper analyzes and studies the ecological protection work of Lugu Lake carried out by the government of Yanyuan County through case analysis, combs the background, main methods and effects of the protection work, and through analysis and research,From the perspective of public management, this paper evaluates the systematic factors and characteristic factors of ecological protection practice in Lugu Lake, and puts forward some experiences and countermeasures in the process of practice, in order to provide some reference for the ecological protection work of other scenic spots.This paper is divided into six parts: the first part from the background and significance of the topic, combing domestic and foreign relevant literature and research results, defining the concept of ecological protection of scenic spots, clear research methods, main ideas and main content.The second part outlines the trend of ecological protection of scenic spots in China, analyzes the confusion of ecological protection of scenic spots in China, and puts forward the typicality of ecological protection of Lugu Lake scenic spots carried out by the government of Yanyuan County.The third part describes the case of Lugu Lake ecological protection which is being carried out by Yanyuan county government, and combs out the background, main methods and effects of the case.The fourth part focuses on the two key factors of "system" and "characteristic" in the ecological protection of Lugu Lake, and analyzes the case in detail.This paper analyzes the systematization of planning and management system, the pertinence of protection measures, the diversification of protection methods, and the innovation of tourism development mode in ecological protection.The fifth part draws inspiration to the ecological protection of other scenic spots according to the case analysis of Lugu Lake.The sixth part summarizes the case and puts forward the prospect.
