【摘要】：區(qū)域性環(huán)境污染問題日益突出,要求多元行動(dòng)主體整合信任資源、信息資源和技術(shù)資源,強(qiáng)化協(xié)同共治的認(rèn)知與規(guī)則,構(gòu)建跨行政區(qū)的合作治理模式。京津冀已經(jīng)成為全國霧霾污染最嚴(yán)重的地區(qū),大氣污染區(qū)域合作治理在政府間合作規(guī)則與信任關(guān)系構(gòu)建、信息與技術(shù)共享等問題上面臨多重困境。通過引入政策網(wǎng)絡(luò)分析工具,可以從行動(dòng)者、資源、規(guī)則和認(rèn)知等多個(gè)維度分析京津冀霧霾治理合作的困境。選擇有效的網(wǎng)絡(luò)管理策略,激活協(xié)調(diào)者角色,將合作意識(shí)轉(zhuǎn)為合作行動(dòng);完善政策法規(guī),強(qiáng)化區(qū)域合作的制度約束;拓展信息與技術(shù)資源共享空間,培養(yǎng)合作型信任,則成為緩解區(qū)域合作治理困境的有效途徑。
[Abstract]:The problem of regional environmental pollution is becoming more and more prominent, which requires multiple actors to integrate trust resources, information resources and technical resources, strengthen the cognition and rules of cooperative co-governance, and construct a cooperative governance model of cross-administrative regions.Beijing-Tianjin-Hebei has become the most polluted area of haze in China. Regional cooperative management of air pollution is faced with many difficulties in the construction of cooperation rules and trust relationship between governments and the sharing of information and technology.Through the introduction of policy network analysis tools, we can analyze the dilemma of Beijing-Tianjin-Hebei haze governance cooperation from the aspects of actors, resources, rules and cognition.Choose effective network management strategy, activate the role of coordinator, turn the consciousness of cooperation into cooperative action; improve policies and regulations, strengthen the institutional constraints of regional cooperation; expand the sharing space of information and technology resources, cultivate cooperative trust,It will become an effective way to alleviate the dilemma of regional cooperation and governance.
