【摘要】：大氣污染是對(duì)人類生存影響最大的環(huán)境問題之一,也是粗放型的經(jīng)濟(jì)發(fā)展方式所帶來的必然結(jié)果。2010年以來,中國的大氣污染問題日益嚴(yán)峻,出現(xiàn)嚴(yán)重的霧霾天氣,對(duì)正常的社會(huì)生產(chǎn)生活秩序造成很大的影響,也對(duì)人體健康造成了嚴(yán)重影響。這使大氣污染受到了全社會(huì)的高度重視。中國大氣污染治理開始于20世紀(jì)70年代。經(jīng)過多年的治理實(shí)踐,已形成相對(duì)完善的治理政策體系,對(duì)改善大氣環(huán)境質(zhì)量和防止大氣環(huán)境進(jìn)一步惡化起到一定的作用,但政策績效并不明顯。怎樣通過政策的完善和創(chuàng)新來提升政策績效,是當(dāng)前大氣污染治理急需解決的問題。本文分析了中國大氣污染現(xiàn)狀、成因,研究了大氣污染治理政策變遷軌跡、現(xiàn)狀及問題,介紹了國外大氣污染治理政策經(jīng)驗(yàn)及啟示,并對(duì)政策改進(jìn)和創(chuàng)新提出建議。首先,本文從大氣污染的概念入手,介紹了大氣污染物主要來源及對(duì)人體健康、生態(tài)系統(tǒng)和社會(huì)生產(chǎn)生活秩序的危害。以2013年大氣污染相關(guān)數(shù)據(jù)為基礎(chǔ),分析了中國大氣污染的現(xiàn)狀以及特點(diǎn)。其次,從環(huán)境政策學(xué)的角度,遵循環(huán)境政策分析的一般模式,梳理中國大氣污染治理政策的發(fā)展歷史,研究當(dāng)前中國大氣污染治理的政策目標(biāo)、政策體系、政策手段、管理體系等,并對(duì)現(xiàn)有政策進(jìn)行分析和評(píng)估。第三,分析了美、英、日三國大氣污染治理的先進(jìn)經(jīng)驗(yàn)以及對(duì)于完善中國大氣污染治理的借鑒意義。最后,提出從治理政策目標(biāo)、體系、工具、決策體系、管理體系及評(píng)估機(jī)制六方面完善中國大氣污染治理和政策創(chuàng)新的建議。
[Abstract]:Air pollution is one of the most important environmental problems for human survival, and it is also the inevitable result of extensive economic development. Since 2010, the air pollution problem in China has become increasingly serious, resulting in severe haze weather.It has a great impact on normal social production and life order, and also on human health.This makes the whole society pay attention to the air pollution.Air pollution control in China began in the 1970 s.After many years of management practice, a relatively perfect governance policy system has been formed, which plays a certain role in improving the quality of the atmospheric environment and preventing the further deterioration of the atmospheric environment, but the policy performance is not obvious.How to improve the policy performance through the improvement and innovation of policies is an urgent problem to be solved in the current air pollution control.This paper analyzes the present situation and causes of air pollution in China, studies the change track, present situation and problems of air pollution control policy, introduces the experience and enlightenment of foreign air pollution control policy, and puts forward some suggestions for policy improvement and innovation.First of all, this paper introduces the main sources of atmospheric pollutants and the harm to human health, ecosystem and social production and life order from the concept of air pollution.Based on the data of air pollution in 2013, the present situation and characteristics of air pollution in China are analyzed.Secondly, from the perspective of environmental policy, following the general model of environmental policy analysis, combing the development history of China's air pollution control policy, studying the current China's air pollution control policy objectives, policy system, policy means,Management system, and analysis and evaluation of existing policies.Thirdly, it analyzes the advanced experience of air pollution control in America, Britain and Japan, and the reference significance for improving the air pollution control in China.Finally, some suggestions are put forward to improve China's air pollution control and policy innovation from six aspects: policy goal, system, tool, decision-making system, management system and evaluation mechanism.
