基于開敞海域水環(huán)境容量的如東河口污染控制研究

【摘要】:我國海岸及近海海洋環(huán)境污染趨勢目前仍未得到有效控制,江河攜帶污染物入海和陸源入海排污口排污是影響我國近岸海洋環(huán)境質(zhì)量的主要原因。大量污廢水入海將加劇海洋水環(huán)境污染,影響海洋功能發(fā)揮,制約海洋經(jīng)濟(jì)可持續(xù)發(fā)展,甚至可能威脅海洋生態(tài)系統(tǒng)。入海河口附近海域是我國近岸海域水環(huán)境污染最為嚴(yán)重的區(qū)域。在充分利用海洋水環(huán)境容量的基礎(chǔ)上,實(shí)施河口的入海污染總量控制,不僅可以緩解該區(qū)域的水環(huán)境污染,還可以最大限度的滿足陸源排污的需求,為社會(huì)經(jīng)濟(jì)發(fā)展提供環(huán)境保障。論文以江蘇如東海域?yàn)檠芯繀^(qū),搜集資料和現(xiàn)場調(diào)查后確定如東海域海洋環(huán)境現(xiàn)狀和北凌閘、小洋口閘、掘苴閘、東安閘和遙望港閘的污染物入海通量。在回顧國內(nèi)外環(huán)境容量的研究和應(yīng)用情況的基礎(chǔ)上,分析了如東海域污染物擴(kuò)散特征,并選取主要排污河口:北凌河口、小洋口閘、掘苴閘、東安閘為重點(diǎn)研究河口,依據(jù)平衡穩(wěn)定擴(kuò)散場確定各河口的混合區(qū)范圍,研究提出了在設(shè)計(jì)日均流量和最大污染物入海濃度情況下落潮分別排放6小時(shí)和3小時(shí)對(duì)應(yīng)各河口的海洋水環(huán)境容量。調(diào)查四個(gè)河口不同季節(jié)月份的入海流量、污染物入海濃度和開閘情況,分析各河口實(shí)際排放條件并不能充分利用海洋環(huán)境容量,在此基礎(chǔ)上利用數(shù)學(xué)規(guī)劃法提出滿足目標(biāo)函數(shù)和約束條件的基于入海流量,污染物入海濃度及排放時(shí)間的河流污染物排放方案。研究表明:北凌河口CODcr排放情況良好不需要削減,總磷入海量需削減195.543 t/a。小洋口CODcr排放情況良好不需要削減,總磷入海量需削減361.271 t/a;掘苴閘口CODcr入海量需削減12147.48 t/a,總磷入海量需削減335.371 t/a;東安閘口CODcr入海量需削減12823.43 t/a,總磷入海量需削減241.089 t/a
[Abstract]:The pollution trend of coastal and offshore marine environment in China has not been effectively controlled at present. The main reasons that affect the quality of marine environment in our country are carrying pollutants into the sea by rivers and discharging sewage from land-based sources.A large amount of polluted wastewater into the sea will aggravate the pollution of marine water environment, affect the function of the ocean, restrict the sustainable development of marine economy, and even threaten the marine ecosystem.The area near the estuary is the most serious pollution area of water environment in the coastal waters of China.To provide environmental protection for social and economic development.Taking the Rudong sea area of Jiangsu Province as the research area, the present situation of marine environment and the flux of pollutants into the sea from Beiling Gate, Xiaoyangkou Gate, Jiaoju Gate, Dongan Gate and Longwanggang Sluice are determined after collecting data and field investigation.On the basis of reviewing the research and application of environmental capacity at home and abroad, the characteristics of pollutant diffusion in Rudong sea area are analyzed, and the main sewerage estuaries: Beiling Estuary, Xiaoyangkou Sluice, Jiaoju Gate, Dongan Sluice are selected as the emphasis.According to the equilibrium and steady diffusion field, the range of the mixing area of each estuary is determined, and it is proposed that under the condition of the designed daily average discharge and the maximum concentration of pollutants into the sea, the discharge of the falling tide will correspond to the marine water environmental capacity of each estuary for 6 hours and 3 hours, respectively.The discharge, concentration and opening of pollutants in the four estuaries in different seasons were investigated, and the actual discharge conditions of each estuary were analyzed, which could not make full use of the marine environmental capacity.On the basis of this, a scheme of river pollutant discharge based on discharge, pollutant concentration and discharge time is proposed, which satisfies the objective function and constraint conditions by using mathematical programming method.The results show that the CODcr emission in the Beiling estuary is good and the total phosphorus input needs to be reduced by 195.543 t / a.灝忔磱鍙ODcr鎺掓斁鎯呭喌鑹ソ涓嶉渶瑕佸墛鍑,
