【摘要】：本文簡(jiǎn)要分析鎮(zhèn)江市實(shí)施生態(tài)文明建設(shè)面臨的機(jī)遇和挑戰(zhàn)以便為今后鎮(zhèn)江市生態(tài)文明建設(shè)提供理論支撐和指導(dǎo)。鎮(zhèn)江市實(shí)施生態(tài)文明建設(shè)面臨的機(jī)遇主要有:具有良好的自然稟賦;成為蘇南生態(tài)文明實(shí)驗(yàn)區(qū);實(shí)施全省唯一的生態(tài)文明建設(shè)綜合改革試點(diǎn);入選全國(guó)首批生態(tài)文明先行示范區(qū);創(chuàng)建國(guó)家生態(tài)文明建設(shè)示范區(qū);低碳城市建設(shè)全國(guó)領(lǐng)先;創(chuàng)建其它各種城市名譽(yù);確立和實(shí)施生態(tài)立市和生態(tài)領(lǐng)先戰(zhàn)略;全國(guó)第一朵生態(tài)云建設(shè)全面鋪開;國(guó)家對(duì)生態(tài)文明建設(shè)高度重視。面臨的挑戰(zhàn)主要有:生態(tài)環(huán)境面臨多重挑戰(zhàn);可持續(xù)發(fā)展存在多重瓶頸;生態(tài)制度尚未健全完善;缺乏公眾參與氛圍和機(jī)制;全社會(huì)整體生態(tài)文明意識(shí)比較薄弱;多部門存在職能交叉現(xiàn)象;環(huán)境執(zhí)法不嚴(yán)、監(jiān)管不力;生態(tài)文明建設(shè)監(jiān)督機(jī)制不健全;生態(tài)文明建設(shè)指標(biāo)體系繁多且不統(tǒng)一;生態(tài)文明建設(shè)投入力度尚待加大。
[Abstract]:This paper briefly analyzes the opportunities and challenges facing the construction of ecological civilization in Zhenjiang City in order to provide theoretical support and guidance for the construction of ecological civilization in Zhenjiang City in the future.The opportunities for the construction of ecological civilization in Zhenjiang are as follows: having good natural endowment, becoming the experimental area of ecological civilization in southern Jiangsu, carrying out the only pilot project of comprehensive reform of ecological civilization construction in the whole province;The first batch of ecological civilization demonstration areas in the country; the establishment of national ecological civilization construction demonstration zone; the construction of low-carbon cities nationwide leading; the creation of other cities reputation; the establishment and implementation of ecological city and ecological leading strategy;The country's first ecological cloud construction has been launched; the state attaches great importance to the construction of ecological civilization.The main challenges are: the ecological environment faces many challenges; the sustainable development has many bottlenecks; the ecological system is not perfect; the lack of public participation atmosphere and mechanism; the whole society as a whole the awareness of ecological civilization is relatively weak;There is a cross-functional phenomenon in various departments; the environmental law enforcement is lax and the supervision is weak; the supervision mechanism of ecological civilization construction is not perfect; the index system of ecological civilization construction is numerous and not unified; the investment in ecological civilization construction needs to be increased.
