【摘要】：供給側(cè)結(jié)構(gòu)性改革是適應(yīng)和引領(lǐng)經(jīng)濟新常態(tài)必然要求,是助力需求端結(jié)構(gòu)調(diào)整必然要求,順應(yīng)了我國推進城鎮(zhèn)化發(fā)展的必然要求。本文探討分析東莞在推進供給側(cè)結(jié)構(gòu)性改革中,面臨的產(chǎn)業(yè)層次不高、環(huán)境容量逼近極限、資源能源利用率偏低等生態(tài)短板,有針對性地提出了東莞市在發(fā)揮環(huán)保作用推進供給側(cè)結(jié)構(gòu)性改革中的可行性舉措:一是強化環(huán)境硬約束,推動去除落后和過剩產(chǎn)能;二是建立綠色發(fā)展機制,培育公平統(tǒng)一的市場環(huán)境;三是落實環(huán)境治理任務(wù),推動環(huán)保產(chǎn)業(yè)發(fā)展;四是大力實施環(huán)境創(chuàng)新驅(qū)動,完善環(huán)保產(chǎn)業(yè)扶持政策。
[Abstract]:The supply-side structural reform is an inevitable requirement to adapt and lead the new normal state of the economy and a necessary requirement for the structural adjustment of the demand-side. This paper discusses and analyzes the ecological shortcuts of Dongguan in promoting supply-side structural reform, such as low industrial level, approaching the limit of environmental capacity, low utilization ratio of resources and energy, etc. The feasibility measures of Dongguan City in promoting supply-side structural reform by exerting its environmental protection role are put forward in a targeted manner: first, strengthening environmental hard constraints to promote the removal of backwardness and excess capacity; and second, establishing a green development mechanism. The third is to carry out the task of environmental governance and to promote the development of environmental protection industry, and the fourth is to vigorously implement the environmental innovation drive and perfect the supporting policy of environmental protection industry.
