【摘要】：為分析改革開放以來中國減排政策的變化特征及趨勢,構(gòu)建了"情境-表達(dá)-結(jié)局"的分析框架,對1981-2015年7個"五年規(guī)劃"及減排政策進(jìn)行文本挖掘。研究結(jié)果表明:中國減排政策變遷歷程基本符合"情境—表達(dá)—結(jié)局"的一般規(guī)律;對污染物排放的情境認(rèn)知、政策表達(dá)及結(jié)局存在相對時(shí)間延滯;原有排放情境尚未根本改變,新的情境又陸續(xù)疊加,增加了環(huán)境治理壓力。因此,既應(yīng)正視"情境-表達(dá)-結(jié)局"的客觀性,又應(yīng)努力提升政策的前瞻性和預(yù)見性。
[Abstract]:As the variation characteristics and trend of China emission reduction policy since the reform and opening up, the construction of an analytical framework of "situation - expression - ending" for 1981-2015 years, the 7 "Five Year Plan" and the emission reduction policy for text mining. The results show that: China emission reduction policies consistent with changes in the course of "general rule of situation - expression - ending"; in the situated cognition of pollutant discharge, and the end of policy expression relative time delay; the original emission situation has not been fundamentally changed, the new situation has been superimposed, increased environmental governance pressures. Therefore, it should be considered "situation is the objectivity of expression - ending", and strive to enhance the policy should be forward-looking and predictable.
